Price said we see the fact that seniors need help with the back log of seniors for
home improvement assistance. He said that people he talks to said the people
requesting signatures for the petition for an audit did not tell signers it would cost the
City money. Mr. Price stated that he did not have time to be mired in the muck with
some trying to get after the City Manager. He said he was not elected to defend
somebody who just took over this job a couple years ago, then saved us a ton of
money. Mr. Price stated he is here to do the right thing.

Mr. Wagner was thrilled with the young students with their green ideas to keep this
planet viable. He stated the Green Practices Committee is moving ahead and the
Council will hear some more reports from them which they organized into eight
specific sustainable practices. The eight focus areas are:

Land use: open space and parks

Transportation

Energy and emissions

Green building practices

Waste management and resource conservation

Eco-systems and habitat

Air quality and

Water and storm water
Mr. Wagner commended staff for the two green practices and sustainability awards. He
totally agreed with Ms. Ricci and Mr. Price on land banking as being important to the City’s
economic future. Mr. Wagner was pleased with the TIF committee on land banking now
after many years of dormancy. After some inquiry, he learned the following about the audit
request. Mr. Wagner said after the petition is submitted requesting specific audit areas the
state auditor will decide on taking on the audit or not. The performance will take months and
the publication of the report will take additional months. He was told that the audit is not a
management audit but rather will focus on procedural matters.

Mr. Sharpe stated he had the opportunity to go to the NLC Convention in San Antonio,
Texas. He said the convention affords you to hear from others and how other cities do
things. Mr. Sharpe is awaiting material on how they work with Seniors and obtain funding.
He wanted to be sure to keep the building used by the Seniors in University City. Mr.
Sharpe stated he will share more ideas he discovered at the convention with the Council.

Mr. Glickert stated in spirit of transparency, he is in favor of the audit. He was sorry to hear
of Mr. Price hearing that people signing were not aware of the cost but since he is involved
in collecting signatures for the petition, it is the second thing stated by the requester that it
will cost the City between $60,000 and $100,000. Everybody that he has been exposed to
and involved with has said this and it is also on the form.

Mr. Crow thanked the Brittany Woods’ team for coming to make their presentation. He
congratulated City Manager and staff for a successful auction of surplus material for
$150,000. Mr. Crow stated that he is looking forward to the discussion on the Pension Plan
sooner rather than later on the possible conversion and diversification of the custody of the
assets. He is for moving forward on getting the additional information on improving the fleet
management through getting the additional fleet survey done.

Ms. Ricci let all who did not know that the judge on the AT&T litigation determined that the
interveners could not intervene and the judge ruled on the attorney fees portion of it and the
