<br />SEMA/FEMA and the City Clerk passed them out to interested parties. Ms. Feier reiterated to <br />Council that we are within the scheduled time frame where the grant is still being reviewed and <br />as soon as the City hears, a direct mailing will go out to all concerned parties. Ms. Feier <br />anticipated hearing back by the end of the year and the Army Corps of Engineers were ahead <br />of schedule and expected to get their report back by January rather that the two years she <br />originally had. <br /> <br />CITIZEN COMMENTS <br />1. Lee Pegues, 1150 Glenside Lane <br /> Mr. Pegues wanted to know when and how they will have some information concerning <br /> flood designated properties. <br /> <br />Mr. Price asked the City Manager, who said by the end of the year. Ms. Feier stated that the <br />grant is for the twenty-six homes on Wilson that are presently being processed by FEMA. (The <br />handout submitted is copied at the end of these minutes) Ms. Feier mentioned that each home <br />owner will be treated individually, not collectively. She stated the Army Corp of Engineers is <br />looking at everything as a cost benefit ratio based on the Federal plan and the insurance pay- <br />offs that are occurring in the flood plain. In the end they will be coming back with a value <br />engineering study of all of U City to understand the technical information about which homes in <br />the flood-way make sense for purchasing. There will not be a commitment of prioritizing of <br />homes in the larger area. Ms. Feier stated that the Corp of Engineers is driven by <br />Congressional funding and sending letters to Congressmen is helpful. <br /> <br />Mr. Glickert stated that the letter to the congressional delegates also should be signed by the <br />affected residents. That way we would have a joint effort with Council and citizens. <br /> <br />2. Jim Goodwin, 7421 Shaftesbury Ave <br />Mr. Goodwin stated he received a letter about six days ago informing him that his property <br />has been placed in FEMA’s expanded flood plain and he had ten working days to find a <br />surveyor to write a report to send to the City. It was his understanding that the City knew of <br />this impending deadline in July but we were informed of it with only ten working days to <br />submit an appeal of why our property should not be included in the flood plain zone. Mr. <br />Goodwin stated that he has a neighbor who would not be able to come up with the $400 for <br />an appraisal and another neighbor who is out of town and would not be able to meet this <br />deadline. He was asking what they should do, as he is not sure if his surveyor would be <br />able to finish the report in time and what his neighbors can do. Ms. Feier identified the City <br />Engineer Mariella Tapia-Alpaslan in the audience, as the person he would need to speak <br />with. He stated he had already talked to her and to the City Manager and his question was <br />not answered. Ms. Feier stated that she or Ms. Tapia-Alpaslan could talk with him after the <br />meeting. <br /> <br />Ms. Ricci asked if the Council had received this information and Ms. Feier stated that the <br />last weekly explained the entire process of when we received notice and the City was just <br />doing an extra tier. The county let us know some time in September of what homes were <br />actually in the flood plain and the City sent out an extra letter to be helpful and coordinate. <br />Ms. Ricci asked if this was part of her weekly update and Ms. Feier stated that it was <br />emailed and went out in the weekly. <br /> <br />1. <br />Conditional Use Permit for 6655 Washington Ave to allow a private (music) school in a HR <br />Residential district. <br /> <br /> <br />
