Session 1710, Minutes
November 3, 1997

Mayor Adams declared the public hearing closed.

AGENDA NO. 3 - SITE PLAN AMENDMENT AT 560 TRINITY:

Mr. Ollendorff said that this was for the St. Louis Symphony Community Music
School across the street. A few years ago, the Council approved a conditional use
permit to allow religious services on Sunday mornings and other times of the week
at that facility. One of the conditions was that it be referred back to the City
Council on an annual basis, for review. Mr. Ollendorff has not heard of any
problems with that use, so he recommended that it be approved and also that the
one year review requirement be dropped. Mr. Wagner however has had a few
comments voiced to him on this, so he is now recommending that this be
approved, but that they still come in for an annual review.

Mr. Wagner said that he had spoke with two of the churches over there and both
of those have had parking problems at times. Both of these churches said that
there was nothing to prohibit this particular congregation from continuing there, but
the parking situation at times is just very marginal. Due to this, he would like to
keep this on an annual review basis.

Mr. Schoomer said that it was his understanding that this was to be a temporary
measure while the church found or constructed other quarters. Mr. Ollendorff said
that he had not heard anything.

Mr. Wagner moved approval with continuing the annual review process. Mr.
Lieberman seconded the motion, which carried unanimously.

AGENDA NO. 4 - LIQUOR LICENSE - 6269 DELMAR:

Mr. Ollendorff said that Addis Restaurant at 6269 Delmar again requests a license
to sell beer and wine by the drink. Their application was denied last May pending a
six-month observation period. During this time there have been no police incidents
or other negative comments. The Council may approve this license at this time.

Mr. Sharpe moved approval of the liquor license. Mr. Schoomer seconded the
motion.

5

Mr. Schoomer said that the Board of the Special Benefit Tax District was in favor of
this action and was in favor of limitation of further licenses in this area to a number
of two.
