Session 1710, Minutes 6 <br />November 3, 1997 <br /> <br />The all-aye motion carried unanimously. <br /> <br />AGENDA NO. 5 - SITE PLAN - 1483 82ND: <br /> <br />Mr. Ollendorff recommends approval of the site plan of the property formerly <br />occupied by St. Joseph Institute for the Deaf to be used for church, school and <br />housing for students provided several conditions are accepted by the applicant. <br />Conditions should include a limit of 150 elementary students, 15 dormitory student <br />rooms, 35 conference housing participants, religious services in the gymnasium <br />area, recognition of tax exempt status and striping of the area. The proposed use <br />is related to and similar to past use of this property and this property and thus <br />should not be a negative factor in maintenance of the adjacent neighborhood. <br /> <br />Mr. Wagner asked if the City staff felt that there was adequate parking for these <br />35 conference participants, if they each bring a car. Mr. Ollendorff responded to <br />the affirmative. The parking is not only adequate for those students, but also for <br />the largest attendance for Sunday services. <br /> <br />Mr. Schoomer asked if this site had been inspected for lead and asbestos. Mr. <br />Ollendorff said he did not know. <br /> <br />Mr. Lieberman said that the church had been occupying this property basically <br />without a site plan review. Mr. Ollendorff said that this was correct. They were <br />not aware that they needed Council approval. Mr. Lieherman asked if the neighbors <br />had been notified. Mr. Ollendorff responded in the negative. Mr. Lieberman <br />thought it would be appropriate to hold a public hearing to properly notify the <br />neighbors. <br /> <br />Mr. Lieberman moved to table this item, in order to hold a public hearing at the <br />November 24, 1997 City Council meeting. Mr. Wagner seconded the motion, <br />which carried unanimously. <br /> <br />Mr. Ollendorff, responding to the Mayor, said that as long as the application was <br />pending, the applicant could continue to operate. <br /> <br />Mayor Adams ordered the City Clerk to prepare for a public hearing to be held at <br />the next regular session, November 24th at 7:30 p.m. <br /> <br />Mr. Jeff McGee, 1236 Backer, represents the applicant. He is the associate pastor <br />of the church. They relocated in the facility because their vision is to reconciliate <br />the races and ethnic groups.
