Session 1710, Minutes 7
November 3, 1997

plans.

Mr. David Heyse, 7020 Cornell, the building director of the facility, said that he has
a drawing and all of the details of the building. He said that he would be glad to
wait until after the Public Hearing on November 24th, tO continue with his
presentation.

Responding to Mr. Wagner, Mr. Heyse said that the Church is affiliated with
Presbyterian Churches of America.

AGENDA NO. 6 - CONDITIONAL USE - 6900:

Mr. Ollendorff said that he agrees with the Plan Commission that approval is in
order for a restaurant including carry-out in a portion of the University City Square
complex as long as all conditions are accepted by the applicant. The operator shall
regularly police for litter in all areas surrounding the restaurant, provide trash
containers for patron use, provide adequate refuse disposal and install an odor
control exhaust system preventing odors beyond the restaurant property lines.

Mr. Munkel moved approval with conditions as set forth by the City Manager. Mr.
Sharpe seconded the motion.

Mr. Lieherman wished to point out that at the Plan Commission meeting where this
item was reviewed, the only items that were discussed were the conditions stated
by the City Manager and the fact that they would need thirteen parking spaces.
The Plan Commission approved it unanimously.

The all-aye motion carried unanimously.

AGENDA NO. 7 - LIQUOR LICENSE - 1255 FERGUSON:

An application to sell liquor by the drink at a location formerly utilized for a
neighborhood bar has been received and reviewed. The technical requirements of
the ordinance have been met, however, the applicant has not yet demonstrated
ability to operate a restaurant at this location. Work is progressing on the interior
and is expected to be ready to open in the very near future. The City Council's
policy has been to observe a new restaurant for six months before granting a liquor
license. In residential neighborhoods, such as this one, the City Council has not
approved full liquor licerices in the past. The application is for a full liquor license
plus Sunday sales all of which includes package sales.
