<br />D. APPROVAL OF MINUTES <br />1. <br />January 4, 2010, Regular Session minutes as amended were moved for approval by Mr. <br />Price, and were approved unanimously. <br /> <br />E. APPOINTMENTS <br />1. <br />Mayor Adams moved to reappoint Bill Baldwin and Susan Glassman to the Library Board <br />and were approved unanimously. <br />2. <br />Mr. Crow moved to reappoint Julie Bianchi and Marilyn Cathcart to the Commission on <br />Arts and Letters and were approved unanimously. <br /> <br />F. SWEARING IN <br /> <br />G. PUBLIC HEARINGS <br /> <br />H. CONSENT AGENDA <br /> <br />I. CITY MANAGER’S REPORT <br />1. <br />Youth Job Corp: Council received additional background information on the proposed <br />Youth Job Corp program in the City Manager Weekly of January 22. The preferred program <br />identified by Council was the 13 week program which would cost the City $75,000 with an <br />additional $25,000 available in the future to take advantage of any grant funding <br />opportunities. In order to proceed with the identified program parameters in the current <br />fiscal year, the Council will need to approve a $19,435 budget amendment at their February <br />8 meeting to start a pilot project. <br /> <br />Ms. Feier sated that at the last Council meeting the parameters of the Youth Job Corp <br />program was identified as the thirteen week program, $75,000 budget with an addition <br />$25,000 available for potential grant opportunities. This can be discussed during the budget <br />cycle for the next fiscal year. For the current fiscal year, Ms. Feier provided a memo on <br />January 22 that outlined the opportunities that are available for the current fiscal year. The <br />Council would need to make a budget amendment on February 8 for $19,435 to move <br />forward with the program under those parameters in the current year. Ms. Feier stated that <br />she has met with the School Board to discuss alternate programs that were brought up. <br />She felt they the City could partner with them to identify participants and criteria for the <br />program. A youth program with the Urban League was also identified which the City could <br />partner with for the summer months. <br /> <br />CITIZEN COMMENTS <br />Demonte Jamhal Smith, 7051 Corbitt Ave <br />Mr. Smith attends University City High School and is present in support of the Youth Job <br />Corp program, as he sees a lot of kids in his neighborhood out and about getting into <br />trouble because they are bored. If they could have jobs, they could get money and start <br />getting a better education and have a better future. <br /> <br />Bernetta Campbell, 7051 Corbitt Ave. <br />Ms. Campbell stated she moved to U City because of their diversity in all aspects. She had <br />assumed that this is a small municipality and should be close knit. Ms. Campbell said this is <br />impossible when we don’t view all citizens as our neighbors. She knows this is a good <br />program and will be good for the kids of University City and should be approved. This will <br /> <br /> 2 <br /> <br />
