Ms. Campbell said that savings <br />should not be put in front of our children. <br /> <br />Jeremiah Clemon, 6848 Melrose <br />Mr. Clemon was present to support the Youth Job Corp program. He stated it was hard to <br />get into a college so with this job he could take care of loans so he could take care of it after <br />college. <br /> <br />Avion Ashford, 6506 Chamberlain <br />Mr. Ashford was present to support the Youth Job Corp as it would give him an opportunity <br />to do something great for himself. <br /> <br />Kofi Ansa, 1112 Watts Ave <br />Mr. Ansa is the director for the Urban League which employed thirty youths in their program <br />from University City last summer. He stated that a little extra would help grow the program <br />as everything is already in place. <br /> <br />Carlos Page, 1070 Roth Ave <br />Mr. Page stated that students can’t find jobs and just hang around the streets getting into <br />trouble. He believed that participating in the Jobs Corps program the students would <br />improve their attendance, grades and teach them responsibility. He felt having a job would <br />help them to pay family bills and give them a way to earn legal money. Mr. Page said it <br />would reduce the crime rate, sale of drugs and stealing other people’s goods. A job would <br />make them more mature and feel good about themselves. He said this program would give <br />them real skills to get a job after graduation. <br /> <br />Edward McCarthy, 7101 Princeton Ave. <br />Mr. McCarthy stated that a few years back the lawyers of the St. Louis area did a similar <br />program and it ended just like he felt University City’s program would. The disadvantage <br />youths took more money from the lawyers program when they applied for unemployment <br />and received it for an entire year. He stated the problem with U City is that the City is self- <br />funded for this policy. Secondly Mr. McCarthy said that since Mr. Price is recommending <br />this program for students of University City, he would like to recommend one for the private <br />Catholic school students as they are just as good or just as bad as anyone else of this age. <br />Mr. McCarthy stated that Torah Prep students should also be eligible for this program. He <br />felt that all children need this program that Mr. Price brought up and should be funded. Mr. <br />Price’s third point is that there are many problems within University City and the Federal <br />budget cannot solve all of them. Mr. McCarthy said that Mr. Price’s program is a good <br />program; his recommendation for students at other schools within University City are good <br />programs, paving streets is a good program, and fixing up houses in the neighborhood is a <br />good program. One of the biggest jobs of the Council is to make decisions for the benefit of <br />University City not just a few, not just the employees, not just one ward, not just one group <br />but the largest number with the least amount of dollars possible. Mr. McCarthy asked if it <br />was right to spend $100,000 for 15 to 30 or 50 children, whatever the number is, for their <br />direct benefit not for the benefit of the City.
