Session 1733, Minutes <br />October 12, 1998 <br /> <br />AGENDA NO. 4 - PICNIC LICENSE - ST. LOUIS INTERNATIONAL FILM FESTIVAL: <br /> <br />Mr. Ollendorff recommends a picnic license for the St. Louis International Film Festival <br />to serve beer and wine to be held at City Hall. <br /> <br />Mr. Schoomer moved approval. Mr. Sharpe seconded the motion. <br /> <br />Mr. Lieberman asked when it was going to be held. Mayor Adams replied that it would <br />be held October 30th. <br /> <br />The motion carrie,.:l unanimously. <br /> <br />POLICE REPORT: <br /> <br />Mayor Adams acl< nowledged the receipt of the latest police report submitted by the <br />Police Department. <br /> <br />CITIZEN COMMENTS: <br /> <br />Wayne Bell, 2107 Grand, St. Louis, said that he was given a ticket for parking his small <br />Ford Ranger pickup on the street between the hours of 2 a.m. and 6 a.m. Mr. Bell said <br />that he talked with twenty three residents in this neighborhood about this law and for <br />the most part, they did not know what he was talking about. These people do not agree <br />with this law. He wanted to know how the city could do this based on some state <br />technicality and continue to collect money on something that does not make any sense. <br />Mr. Bell concluded that he simply does not agree with this law. He believes that this <br />ordinance is self serving and that there is really no need for it. <br /> <br />Mayor Adams rep,ied that the truck ordinance had been on the books for a long number <br />of years. The prohibition on parking on streets is not unusual. There are many places <br />where no vehicle can be parked on the street overnight. The purpose of the ordinance <br />is not to generate revenue for the city. It was adopted to get trucks off the streets, <br />which a large nurr~ber of residents requested a great number of years ago. He can <br />agree that when the ordinance was put together, the people did not have these little <br />trucks, and that the ordinance was written for a different time period. State licensing <br />law says that there is only one license plate for any truck. There is not any <br />differentiations between different types of trucks. He and the Council have requested <br /> <br /> <br />
