<br />Mr. Wagner stated he has always admired the five houses as they are unique in University City. <br />He was pleased that they are moving to be a historic district. <br /> <br />The Public Hearing was closed at 6:50. <br /> <br />H. CONSENT AGENDA <br /> <br />I. CITY MANAGER’S REPORT <br />1. <br />Melvin Sanders with the Census Bureau gave a presentation on the importance of citizens <br />completing the Census questionnaire. <br />Mr. Sanders was a Partnership Specialist for the US Census Bureau. He said that they <br />have been at many events all over the City in what they call a partnership effort. Mr. <br />Sanders noted that this census is a simple 10 question form and can be returned in the self <br />addressed envelope. He said the last census receive approximately a seventy-two percent <br />return. Mr. Sanders noted that students are counted where they are living on April 1, 2010, <br />while attending school. He said that in a state of emergency, the data given by the census <br />bureau is relied on by agencies as FEMA/SEMA. Mr. Sanders asked all present to tell <br />everyone they knew about how important the Census count is. He said it takes a <br />community partnership to get involved. <br /> <br />Mr. Price asked the City Manager the affect the census count has on the amount of sales tax <br />University City receives. With a decline in population the less money the City will receive for <br />their daily operations. Mr. Price did not think the Council as a body had any collective strategy <br />as related to the most important thing that will happen in another ten years. It could have a <br />tremendous affect on the City’s revenue stream. He said that about 20 to 30 percent of the <br />City’s revenue stream is based on the population count. <br /> <br />Ms. Feier stated that University City lost approximately six percent of its population each <br />decade. Six percent decrease could amount to one-half million dollar hit to the City. Ms. Feier <br />complimented Ms. Riganti in the Community Development department for her work on the <br />Census for well over a year. <br /> <br />Ms. Ricci asked where they could get some blank forms. Mr. Sanders said the University City <br />Library has been appointed as a quality assistance site. Ms. Ricci asked that some forms be <br />put in the City Clerk’s office also and asked that a form be put in each of the Councilmember’s <br />packet. <br /> <br />Mr. Wagner noted that University City has five different zip codes and ten years ago a <br />retirement home in University City was not counted as in University City. Mr. Sanders said <br />there is an appeal process and the City Manager should be aware of the appeal process. Mr. <br />Wagner asked if we could get a preliminary count in order to see if an appeal is needed. Mr. <br />Sanders said the City will receive a list. <br /> <br />CITIZEN COMMENT <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett noted he thought he had an agreement with the Census Bureau that the Rothgrove <br />Neighborhood Association would be a partner and eligible for $2009 and U City residents would <br />be the first hired to gather census figures.
