<br />2. <br />Flynn Park Tennis Courts Bid Evaluation. <br />Ms. Feier stated that the school district is the City’s partner on this project. The low bidder <br />was Trans Texas Tennis Courts at $281,295 and Park staff recommended this bid be <br />awarded to them. <br />Mr. Crow moved for approval, seconded by Mr. Wagner and was approved unanimously. <br /> <br />Mr. Crow asked the City Manager for the time frame as to when they go down and open <br />back up. Ms. Feier stated it was not in the cover sheets, so she will get back to Council with <br />dates. <br /> <br />Ms. Feier stated that the City did get another grant from DNR. a $100.000 grant to proceed <br />with the Ruth Park Woods Trail partnering with the Great Rivers Greenway coming in with <br />$375,000, the City’s match of $25,000 and the grant award of $100,000. <br /> <br />3. <br />Proposal of new Park Fees <br />Ms. Feier noted that there were not a lot of changes slotted for this year and they were <br />highlighted for Council. <br /> <br />Mr. Wagner moved for approval and was seconded by Mr. Sharpe. <br /> <br />Mr. Price had a question of Annual Family Pass for $400 stating that he said a lot of people <br />are knocked out because they could not come up with that amount of money. His question <br />was do you charge more and get less people or do you charge less and get more people. <br />Second item he asked for clarification on was the Summer Camp program. Mr. Price is <br />hearing that the summer camp program is totally unaffordable. The same question would <br />apply to this, charge more for less people or charge less for more people. <br /> <br />Ms. Feier said that there was no increase in the annual membership fee or the summer <br />camp fees nor are they charging full cost recovery on the summer camps. She said the <br />thing to do would be to encourage them to go to Centennial Commons and apply for <br />scholarships. <br /> <br />Mr. Price asked Ms. Feier to give him the total cost of summer camp. Ms. Feier thought it <br />was about 80 percent cost recovery but she would get the exact figures. Mr. Price said he <br />would not vote for the $400 membership fee. <br /> <br />Mr. Crow asked when the family membership increased which Ms. Feier stated was last <br />year but none this year. He also asked that ones with no previous charges were because it <br />is a new program being introduced and Ms. Feier agreed. <br /> <br />Mr. Glickert hoped that the citizens Mr. Price talked about realized that the $400 Family <br />membership price is annualized and they could pay $36 a month so as not to have to pay <br />out one big chunk. He asked why Park’s Director Ms. MacCartney was not present since <br />we are talking about Parks. Mr. Glickert stated that he is very concerned about the Park <br />fees and said that all they hear is how successful the driving range is and is making all kinds <br />of money but this year the cart fee is being increased. He noted that over sixty percent of <br />the golfers are on a fixed income. Mr. Glickert stated the local newspaper had the charges <br />at all the local municipal courses and University City had the highest cart fee. Mr. Glickert <br />moved to retain the current fee of the carts with no changes and was seconded by Mr. <br />Crow. <br /> <br /> 3 <br /> <br />
