5. Leland Avenue Closing, Music Showcase - pulled for farther discussion

6. Asphalt Overlay Contract - pulled for farther discussion

Item #2 - Govern Expansion
Mr. Ollendorff recommended acceptance from Varion System to upgrade Govern and to
modify/add a variety of reports for the Planning Department. It will also be expanded and
implemented by the environmental division of Public Works. Govern is the permitting and
code enforcement software.

Ms. Brot asked why this was put on the consent calendar since she did not consider this a
routine item. She then inquired as to where it appeared on the Trial Balance sheet.

Mr. Wagner moved for approval, seconded by Mr. Sharpe Jr., and was passed
unanimously.

Item # 3 - Concrete Cart Paths - Mr. Ollendorff recommended awarding a contract to low
bidder, Tom Adair Construction for $33,750. Mr. Ollendorff said this would be used for a
concrete path on holes 4, 6 and 7.

Ms. Brot felt that with the nation's concern with increasing obesity, maybe this would not
be needed as a golfer should be walking for the exercise and not riding in a golf cart. She
also stated that the City, with its extremely tight budget, could use this money for many
other priority items.

Mr. Wagner moved for acceptance, seconded by Mr. Price and approved with NAYS from
Ms. Brungardt and Ms. Brot.

Item #5 - Leland Avenue Closing for Music Showcase

Ms. Brot wanted to be sure that due to the Loop's proximity to neighboring homes, the
plans incorporated noise control and a time limit. Mr. Ollendorff said there was but did not
have the specifics with him and would include it in the next Council packet.

Mr. Price moved for approval, seconded by Ms. Brungardt and was approved
unanimously.

Item #6 - Asphalt Overlay Contract. Mr. Ollendorff said the funding was from General
Revenue Fund for fiscal year 2006 - 2007. He recommended approval to Ford Asphalt Co
for the second lowest bid of $147,995.

Ms. Brot asked who in City Hall would be over-seeing this project and what streets would
be covered. Mr. Ollendorff said three of the City's Public Works' project managers would
be in charge. He said that he did not have the list of the streets with him and would
include this list in Council's next packet.

Mr. Wagner moved for approval, seconded by Mr. Sharpe, Jr and was approved
unanimously.
