Session 1734, Minutes <br />November 2, 1998 <br /> <br />Mr. Schoomer moved adoption of the consent calendar. Mr. Wagner seconded the <br />motion, which carried unanimously. <br /> <br />AGENDA ¢¢2: PACKAGE LIQUOR LICENSE - 7733 OLIVE: <br />Mr. Ollendorff said that 7733 Olive, Seafood City Grocery, had applied for a package <br />liquor license to sell all types of liquor at retail. The City Council has not authorized any <br />new full liquor licenses, except in major supermarkets, for over ten years. Denial is <br />recommended in line with this Council policy. Council may wish to consider a limited <br />license. <br /> <br />Mr. Schoomer moved denial. Mr. Munkel seconded the motion. <br /> <br />Mr. Lieberman said that he thinks that the owners of Seafood City Grocery should be <br />encouraged to at least consider applying for a 5% or 22% liquor license. He believes it <br />is important for a business to have this sort of license available. <br /> <br />The motion to deny carried unanimously. <br /> <br />AGENDA #3: COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION: <br /> <br />Mr. Ollendorff recommends approval of an application for community development <br />funds for a year from now. The County is allowing the City to apply for $201,186. The <br />annual monies received have been regularly decreased over the last eight or nine <br />years. We are proposing to stick with the very basic needs, which includes <br />neighborhood policing, residential and commercial code enforcement, improvement of <br />public property adjacent to moderate income neighborhoods, funding for rehabbing <br />moderate income residential property and support for the homeless shelter located in <br />St. Louis County. Transfers could be made between these funds next year if the needs <br />change. <br /> <br />Mr. Munkel moved approval. Mr. Schoomer seconded the motion. <br /> <br />Ms. Shirley Richman, 840 Oakbrook, wished to thank Council for their continued <br />support of Community In Partnership, the homeless shelter in St. Louis County. <br /> <br />Mr. Lieberman said that he was concerned that there was no one present for the public <br />hearing. He realizes that a public notice was advertised, but he had been asked by <br />several people when the public hearing was to be scheduled and then no one was <br />present at the hearing. Mr. Ollendorff said that he would check when the notice was <br />published and get him a copy of the mailing list. It was known to some and written <br /> <br /> <br />
