Session 1734, I'dinures
November 2, 1998

communication was received from a citizen who was unable to attend the hearing. Mr.
Lieberman remarked that It bothered him that no citizens were involved.

Mr. Wagner said that he agreed with Mr. Lieberman and that the low turnout
demonstrates that we did not widely publicize the advertisement. He suggested
announcing these public hearings at previous City Council meetings and putting them
up on the website

Mr. Munkel said he wished to point out that even at our budget hearings, we have very
few people who attend. He does think that this is a very important point as long as
there are some announcement of the hearings. These are very important grants to get
because it is one way that the City gets back money from the Federal government that
we have paid in taxes. He supports this program wholeheartedly.

The motion to approve carried unanimously.

CITY WEBSITE:

Mayor Adams announced that the City now has a website up and running on the
Internet. The address is www.universitycitymo.org.

AGENDA NO. 4 - CONDITIONAL USE - 6679 DELMAR:

Mr. Ollendorff said that he agrees with the Plan Commission recommendation that
Council approve a conditional use at 6679 Delmar for a hair salon. Although it is not
strictly a retail use, it does provide a good deal of pedestrian activity. It is a popular,
local business currently operating on a side street around the corner from Delmar. It
meets the intent of the zoning ordinance to provide pedestrian activity, at least the way
it is operated currently. Mr. Ollendorff suggested the addition of two conditions, as
follows:

Adequate refuse disposal shall be provided by and for the business. The refuse
containers and surroundings shall be maintained in a clean condition.
A major change in the nature of the use will require a new conditional use permit.

Mr. Sharpe moved adoption with conditions. Mr. Wagner seconded the motion.

Mr. Schoomer said that this business has been around for fifteen years and the owner
has been a participant in all of the Loop activities. He believes this permit should be
unanimously approved.
