<br />Mr. Sharpe moved that the task force be extended for another six months and was <br />seconded by Mr. Kraft. <br /> <br />Ms. Ricci asked if they had a written report and who was on the task force. Mr. Jacob said <br />that they have not written a report as the first three months were used to basically getting to <br />know the members better and hoped that in the six month extension this would happen. <br />She asked if there was anything the Council could do to help the task force to move along. <br />Mr. Jacob stated the Community Development staffs at both cities have been helpful. He <br />did ask that a new Council representative be appointed so that person could relate back to <br />the Council as to what is happening. Ms. Ricci asked when the next meeting was and Mr. <br />Jacob’s said it would be the first week in June. Mayor Welsch encouraged all <br />Councilmembers to attend. <br /> <br />The Council’s vote was unanimous to extend the joint task force for another six months. <br /> <br />2. <br />Memorandum of Understanding between the City of University City and International <br />Association of Firefighters Local 2665, regarding compensation and related matters reflects <br />compensation and related items currently in effect. The last agreement was approved and <br />signed September 2006. Changes to the agreement conform to internal policy. <br /> <br />Ms. Watson noted that a lot of the questions were related to the dates and she addressed <br />them at this time. She noted that the last agreement in 2006 some of the changes were <br />made at this time and some other items were changed from that date to present. Other <br />items were affected in the change from a 27 day cycle to a 28 day cycle. <br /> <br />Mr. Kraft noted that it was confusing to figure out their vacation time and thought they <br />received one extra day from the other city employees. He noted that with the City’s financial <br />stress a lot of changes will be needed and thought the fire department may not be included. <br />Mr. Kraft asked to be assured that the fire department did not receive an extra day of <br />vacation. <br /> <br />Ms. Watson stated that the vacation time the fire department received is what has been in <br />the Civil Service rules for a while. She noted that at the time the vacation was determined it <br />was believed that the vacation time given is the same as those on an eight hour day. <br /> <br />Ms. Ricci noted that based on the assurance of the acting City Manager that she would <br />support this. She did state that it appeared that the compensation for the fire department <br />was outside of the regular compensation ordinance and asked why. Ms. Ricci noted that it <br />also appears this compensation has an extra holiday that is not in the compensation <br />ordinance. She also noted that any disciplinary actions changed from the Chief to the City <br />Manager and HR and said she assumed it was acceptable to the fire department. Ms. <br />Ricci’s question for another day is why is there a separate compensation package for the <br />fire department that is not in the regular ordinance. <br /> <br />Mayor Welsch asked Ms. Watson to gather the information for Council. <br /> <br />Mr. Glickert had some of the same questions as did Ms. Ricci. He stated that at the last <br />meeting he shared his concern with the procedure that it was never given to the Civil <br />Service commission prior to be given to the Council.
