<br />at this time and asked to assured that the next time it goes to the Civil Service Commission <br />for a recommendation to the Council. <br /> <br />Ms. Watson responded with whether that was the function of the Civil Service Board in <br />regards to these items as some were just operational procedures. Mr. Glickert stated that <br />Article 5 it deals with Civil Service rules and pay. Ms. Watson said that it matches the rules <br />but Mr. Glickert felt it should still go through the Civil Service Commission. Mayor Welsch <br />noted that this conversation will take place well in advance to the next contract. <br /> <br />Mr. Sharpe moved to accept the MOA, was seconded by Mr. Crow and passed <br />unanimously. <br /> <br />3. <br />Changes to Parks and Recreation department policies for memberships’ fees and charges, <br />and scholarship policies and a reduction in Community Center rental fees on Saturday <br />before three p.m. <br /> <br />Mr. Glickert asked about the reduction in rental fees. <br />Ms. MacCartney said that they were priced out of the market for a short period and noted <br />there is minimal interest then so decided to lower its fees to gain more rentals. <br /> <br />Ms. Ricci asked when the effective date would be and was told that it would be effective <br />immediately upon result of vote. <br /> <br />Mr. Glickert moved for approval, seconded by Mr. Sharpe and was approved unanimously. <br /> <br />K.
