2. <br />Addition to Jackson Park Elementary School, 7400 Balson Site Plan Review <br />A site plan review is required because the new construction exceeds 1,000 square feet <br />which require City Council approval. Proposed are a 14,300 square foot addition, restriping <br />of parking lot, dumpster enclosures, relocation of HVAC equipment and landscaping. <br />Mr. Karl Scheidt, Director of Operations for the University City School District was present <br />for questions. <br />Mr. Glickert asked if anything was going to be done in the new plans to alleviate the <br />extreme traffic congestion before and after school. Mr. Scheidt noted that they are making <br />some modification to the parking situation as to improve traffic flow. Plans are to separate <br />the bus traffic from the vehicular traffic to alleviate the congestion on the circle. <br />Mr. Price moved for approval, seconded by Mr. Glickert and carried unanimously. <br />3. <br />Loop Signage bid award and funding <br />Ms. Watson said this project was for the Delmar Loop area to be funded from the Economic <br />Development Sales Tax Funds for three parking directional signs for the two large Loop <br />parking lots behind Fitz and Cicero’s to Starbucks. It was recommend to be awarded to <br />Warren Sign for $65,000. She noted that this was budgeted in FY 10 but not used so will be <br />included in FY 11 as a budget amendment.. <br />Mr. Crow asked how much was set aside previously. Ms. Watson stated that individual <br />amounts were not budgeted for each of these projects. She said this amount was within the <br />budget allotted for all of the projects. Ms. Watson explained that they were very large signs. <br />Ms. Ricci asked if this was part of the $113,000 that was budgeted as part of the five year <br />plan. Ms. Riganti said that they had not used it or moved forward with it in the previous <br />years leaving most of the $113,000 unused. <br />Mr. Price moved for approval, seconded by Mr. Crow and carried unanimously. <br />4. <br />Liquor License, La Monarca Grocery Store, 8531 Olive, package liquor including Sunday <br />sales <br />Mr. Price moved to deny this liquor license, seconded by Mr. Glickert and the vote was <br />unanimous to deny. <br />5. <br />Liquor License, Star KTV restaurant, 1179 McKnight, liquor by the drink including Sunday <br />sales <br />Mr. Crow moved to approve the liquor license, second by Mr. Price and carried <br />unanimously. <br />K. COUNCIL ACTION ITEMS <br />Council Report as related to Boards and Commissions <br />Mr. Glickert spoke in reference to being the liaison to the Civil Service Board, noting that it was <br />a very productive meeting, covering a lot, as related to rules and regulations, which has to do <br />with efficiencies of employment matters and governmental operations here in the community. <br /> 3 <br /> <br />
