Session 1708, Minutes <br />October 13, 1997 <br /> <br />AGENDA NO. 7 - CONDITIONAL USE PERMIT - 7501 OLIVE: <br /> <br />Mr. Ollendorff said that Council was asked to consider another conditional use <br />permit which is for a new Walgreen's store and a relocated Rosenbloom Monument <br />office for the property at the northwest corner of Olive and Hanley. The Plan <br />Commission recommends approval, but not without the usual conditions: Screening <br />should be installed between the parking areas and the street, sight proof walls <br />between the parking area and the property lines, the drive thru operation be limited <br />to no earlier than seven a.m., no later than eleven p.m., that it be limited to <br />pharmacy and medical related items, the intercom controls should be such that the <br />sound does not reach the adjacent homes, a detailed landscape plan is required, a <br />plan to locate and screen all utilities, that signs must conform to the sign code, that <br />alcoholic beverage sales be voluntarily limited to the hours from nine a.m to ten <br />p.m., that litter control on this and adjacent neighboring properties be instituted and <br />that all lighting fixtures be shielded from those adjacent residences. With these <br />conditions, Mr. Ollendorff sees no reason not to approve this permit. <br /> <br />Mr. Munkel moved approval of the permit based on the conditions as set forth by <br />the City Manager. Mr. Lieberman seconded the motion. <br /> <br />Mr. Doug Huff, Pace Properties, responding to Mr. Lieberman, said that the <br />Walgreen's structure was 15,120 square feet and that the old store at Midland and <br />Olive will be relocated to the new facility. Responding further to Mr. Lieberman, <br />Mr. Huff said that Walgreen's will be on a ground lease and own the improvements. <br />Responding to Mr. Lieberman's question regarding alcoholic beverage sales, Mr. <br />Huff said that it was not Walgreen's intention to sell alcoholic beverages out of this <br />store and that they realize that if they ever do in the future, they will have to come <br />back before Council. <br /> <br />Responding to Mr. Sharpe, Mr. Huff said that it was his understanding that <br />Walgreen's, company wide, is making a move to get out of the business of selling <br />alcohol. <br /> <br />Responding to Mr. Lieberman, Mr. Huff said that all were fine except for condition <br />number three, only because he misrepresented it to Walgreen's. He told them six <br />a.m. to eleven p.m. instead of seven a.m. to eleven p.m., therefore he is somewhat <br />hesitant to say that Walgreen's has accepted that condition. One of the purposes <br />of the drive thru is to make it convenient for people on their way to work or school. <br />The morning hour period is somewhat important to Walgreen's. <br /> <br />Mayor Adams asked Mr. Lieberman what the Plan Commission's thinking was <br /> <br /> <br />
