Mr. Lieberman said that the folks on <br />Melrose did not want a lot of interruption with their residential timing, but the six <br />a.m. or seven a.m. was never mentioned. Staff put that time in. <br /> <br />Responding to Mr. Sharpe, Mr. Ollendorff said he was not sure why those hours <br />were chosen, no discussion of the time occurred. Mr. Schoomer suggested leaving <br />the times as they are, and then change them later if necessary. Mr. Ollendorff said <br />it looked like the main concern was noise, although the issue of the drive thru times <br />were not specifically discussed. If the drive thru speakers were not very loud, he <br />did not think the Plan Commission would object to changing the time to one hour <br />earlier. The applicant can return if Walgreen's is not agreeable to opening at seven <br />in the mornings. <br /> <br />The all-aye motion carried unanimously. <br /> <br />AGENDA NO. 8 - CONDITIONAL USE PERMIT AMENDMENT - 1301 PARTRIDGE: <br /> <br />Mr. Ollendorff said that the University Forest Nursing Center would like to expand <br />and the Plan Commission recommends approval with the following conditions: <br />There will be a fifteen foot setback at the north, a twenty-five foot on the south, <br />landscaping the area from Partridge all the way west to Backer, fencing on all <br />property lines except for Partridge, maintaining the existing twenty parking spaces <br />east of the building and all of the existing driveways, loading and refuse enclosure <br />areas are to be maintained, but a new restriction would be added to prohibit parking <br />on the driveway, that Meyer, Watts, Backer and George remain closed to traffic <br />other than on two streets to have emergency fire access, fire hydrants subject to <br />City staff approval, detailed maintenance plan, revised landscape plan and lighting <br />subject to staff approval, lighting is to be screened so that adjacent residences are <br />not hit by direct glare, that late night and overnight parking by staff be prohibited <br />on adjacent public streets, and that there be no further expansion without coming <br />back to City Council for approval. Mr. Ollendorff said that this facility has been a <br />good neighbor and an excellent resource for the City. Mr. Ollendorff recommends <br />approval. <br /> <br />Mr. Sharpe moved approval of the conditional use permit with the conditions as set <br />forth by Mr. Ollendorff. Mr. Schoomer seconded the motion. <br /> <br />Mr. Munkel commented that this project was very much in keeping with the earlier <br />resolution adopted by Council this evening based on having adequate healthcare for <br />our citizens. Mayor Adams agreed. <br /> <br /> <br />
