Session 1708, Minutes <br />October 13, 1997 <br /> <br />any construction or operation of MetroLink in University City. He would hope that <br />any support of the tax would be subject to the conditions that were in the <br />resolution that was previously passed. He also wished to say that he appreciates, <br />in talking with the Mayor and members of Council, the Council's continuing support <br />of protecting the City's neighborhoods in accordance with the terms of that <br />resolution. <br /> <br />Mayor Adams declared that this resolution would not abrogate the previous <br />resolutions passed by the City Council. <br /> <br />Mr. Wagner gave the City Clerk a statement on this issue prior to voting, which <br />stated: Mr. Wagner regrets that he must vote against the sales tax resolution. He <br />is disappointed in the attitude of the East-West Gateway Council and other regional <br />transportation planners. They give little indication of taking seriously the University <br />City Council's previous resolutions supporting MetroLink expansion through <br />University City, only if specific measures are taken to lessen the impact on our <br />neighborhoods. The recent discussions of the MetroLink route along Millbrook into <br />Clayton indicate the route placement within twenty feet of existing U. City <br />residential properties. Nowhere else is this potentially noisy and unsightly <br />construction in such proximity to private homes. We ask for rather modest <br />considerations, such as cut and cover construction and avoidance of parking lots. <br />We have not heard anything encouraging that our resolution is considered worthy <br />of attention. What we have heard is that the planners are most concerned with <br />reducing the project costs, even to the extent of making the route at grade, <br />crossing major thoroughfares such as Big Bend Blvd. and Skinker on the surface. If <br />that is an example of their planning mentality, their is little room for trust or <br />optimism in their project. Mr. Wagner will not support their attitude of using our <br />neighborhoods to implement the cheapest solution for their perceived transportation <br />problems. He does not want our neighborhoods to be thought of as the cheapest <br />solution to anything. Therefore, although he has actively supported the MetroLink <br />expansion plans in the past, he must vote against this resolution and encourage the <br />voters of University City to withhold the support of further taxation until the <br />transportation planners gets their acts together and give University City some <br />consideration to lessen the impact of prolonged construction and intrusive ground <br />operation. <br /> <br />Mayor Adams asked the City Clerk to poll Council: AYES: Mr. Ware, Mr. Munkel, <br />Mr. Lieberman, Mr. Schoomer, Mr. Sharpe, Mayor Adams. NAYS: Mr. Wager. The <br />resolution passed six to one. <br /> <br />Mr. Lieberman reminded Council, not so long ago, Council did vote unanimously to <br /> <br /> <br />
