Mary Schuman, 7006 Maryland
Ms. Schuman expressed her concerns about ordinance 6816 relating to the appointment of the
City Attorney stating that the City Attorney would work at the pleasure of the City Council. She
referenced Article 2, Section 12, paragraph 1 of the City Charter. She noted that she
understood the problems of the accessibility of the previous Council to the City Attorney but
stated the best way to resolve that would be a better Council Manager relationship not by a
questionable ordinance. On behalf of former Councilmembers, Wayne Munkel, Paul
Schoomer, Larry Lieberman, Charles Warner and herself, she asked that Ordinance 6816 be
repealed and language provided for the employment of a City Attorney be consistent with the
City Charter and be introduced in its place.

Acme Price,8236 Balson
Mr. Price said that he went to play golf at Ruth Park for the first time but when he got there he
was asked to show his ID. He displayed his driver license but was told this was not adequate
but needed a special membership ID which he had to purchase. He was told unless he had
this he would be charged a non-resident rate. He paid the non-resident fee to play golf. Mr.
Price stated that he had written a letter to the Parks Department but he never received a reply.
He is before the Council to ask the Council to direct the Park’s Director to remove the need of
having a special ID to play golf at Ruth Park. Mr. Price noted that to get the special ID you
needed to present a driver’s license so he could not understand why his driver’s license could
not be the ID needed to play golf. He would like an answer soon.

Mayor Welsch asked Mr. Walker to respond to Mr. Price within thirty days.

H. PUBLIC HEARINGS

I. CONSENT AGENDA

J. CITY MANAGER’S REPORT
1.
Conditional Use Permit application for 6717 Vernon Avenue – Loretta Collins, DBA Royalty
in Full Bloom; adult day care facility in the IC – Industrial Commercial District.

Mr. Price moved for approval, seconded by Mr. Sharpe and carried unanimously.

2.
Changes to Fire Memorandum of Understanding (MOU) with Union.

Mr. Price moved for approval, seconded by Mr. Sharpe and carried unanimously.

3.
City Manager Mr. Walker asked for direction from Council their preference on how to handle
communication between staff, City Manager and Council. Mr. Walker asked Council if he
sends information to one or two Councilmembers if all Councilmembers would like to be
copied.

Ms. Ricci stated that if it is a discussion between you and another Councilmember, she does
not need to be copied on it. If it is relevant to all of Council then she would like to be copied.
Ms. Ricci noted that anything going to more than three Councilmembers needs to have the
City Clerk copied for public record.

Mr. Glickert agreed with Ms. Ricci.

2
