Mr. Sharpe agreed with Ms. Ricci.

Mr. Walker stated the second item is that he has no problems with Council communicating
with department heads and has advised department heads that he would like to be copied
in on any communication with Council. Mr. Walker stated that in conjunction with the City
Clerk he is working on a revised schedule for Council agenda material. He would like to
send out material ten to twelve days in advance of the next meeting. Mr. Walker felt the
Council should have more time to review the agenda material. The next item, Mr. Walker
stated he intends to keep Council apprised of all legal cases. He said he understands that
Council had not been fully apprised of legal cases going on in the past. The last item Mr.
Walker stated was that he is available seven days a week, twenty-four hours a day for
Council to contact him.

Ms. Ricci thanked Mr. Walker for allowing Councilmembers to talk to Department Directors
directly. She is pleased with the availability of Council and citizens to have the ability of
open communication.

Mr. Glickert said he has always had to go through the City Manager and appreciates the
ability to go directly to the Department Directors but would hoped Council would copy Mr.
Walker in on any communication they would have with the directors.

K. COUNCIL ACTION ITEMS
Council Report as related to Boards and Commissions
Ms. Ricci spoke on the Green Practices Committee reporting that there is no enabling
legislation on this committee so she will be working on an ordinance to make this committee a
formal commission.

Mayor Welsch noted she received a call on the status of the Commission on Human Relations.
She said when checking on its status she found that there was an ordinance created in 1960
setting up the commission but no one has been appointed to that commission since 1991. She
is doing research to see what happened to the commission and will get back to Council on it.

Mr. Walker gave an update on the Joint Redevelopment Task Force of I170 and Olive meeting.
He noted there was a lot of discussion about obtaining information from the Urban Land
Institute on what obstacles exist in attracting quality development in that area. Mr. Walker also
said University City discussed Olivette and University City adopting a Joint Develop overlay
District so development would be coordinated. The next meeting is scheduled for September 1
at 7:00 p.m. at City Hall.

L.
