Mrs. Thompson seconded the motion, which carried <br /> unanimously. <br /> SITE PLAN - 6621 DELMAR <br /> <br /> The City Manager recommended approval of a site plan for the Dairy Queen, 6621 Del- <br /> mar, for the placement of two amusement devices on the premises. All applicable <br /> zoning requirements and standards have been met. <br /> Mr. Lieberman asked if Mr. Ollendorff was prepared to enforce the restriction of no <br /> more than two machines at this location. Mr. Ollendorff said it would be enforced. <br /> Mr. Lieberman said it should be understood that there were limitations on the City's <br /> enforcement of these machines. Mr. Ollendorff said the question of site plan ap- <br /> proval for amusement machines had not been to court, but the City felt it could pre- <br /> sent a valid case if called upon to do so. <br /> Mr. Schoomer was somewhat concerned because a proliferation of amusement devices <br /> seemed to be developing in the Loop area. He said in this instance there was no <br /> good reason to deny the machines, but he would like the staff to be aware of possi- <br /> ble abuses stemming from the use of the machines. Mr. Ollendorff called attention <br /> to the fact that under the City's present laws, there was no age restriction on use <br /> of individual machines unless they were in an amusement parlor or arcade, noting <br /> there were no such establishments in University City at present. He said Mr. Kay <br /> was in the process of researching whether or not the City might be able to legis- <br /> late an age restriction in the future. <br /> Mr. Adams said the city should consider a change in the license fee for amusement <br /> devices at the next election. <br /> <br /> Mr. Adams moved approval, with Mr. Schoomer seconding the motion. All voted Aye. <br /> TRAFFIC COMMISSION RECOMMENDATION <br /> <br /> The City Manager said the Traffic Commission had recommended a three-month trial <br /> period of using four-way stop signs instead of electric traffic signals at the in- <br /> tersections of Ferguson and Etzel, and Kingsland and Etze1. He said this did not <br /> require Council action, but since it was an important trial, he wished to bring it <br /> to Council attention. He said it would not be implemented if there were objections <br /> from the Council. <br /> Mr. Douglas King, 6841 Crest, president of the Pershing School PTO, asked to ad- <br /> dress the Council. Mr. King said he was speaking on behalf of the parents, stu- <br /> dents and staff at Pershing School, who believed that the electric signals served <br /> as safety devices, which should not be permanently replaced by stop signs. He <br /> asked that the Council and Traffic Commission consider this view as the trial per- <br /> iod progresses, and at the end of the period to recommend that no change be made. <br /> PERSONNEL REPORT <br /> <br /> The Personnel report for the week ending October 23, 1982 was received and ordered <br /> filed. <br /> <br /> <br /> <br /> <br /> I <br />
