<br /> <br /> <br /> <br /> <br /> Session 1314, Minutes Page 10 <br /> August 23, 1982 <br /> <br /> BILLS FOR INTRODUCTION <br /> <br /> BILL NO. 7549 - GRANTING THE PARTIAL TAX RELIEF TO ANY TRANSFEREE OF REAL PROPERTY <br /> FROM THE UNIVERSITY CITY REDEVELOPMENT CORPORATION CONTAINING AN EMERGENCY CLAUSE. <br /> A bill was introduced by Councilmember Adams, entitled: <br /> "AN ORDINANCE GRANTING THE PARTIAL TAX RELIEF TO ANY TRANSFEREE OF REAL PROPERTY <br /> FROM THE UNIVERSITY CITY REDEVELOPMENT CORPORATION, CONTAINING AN EMERGENCY CLAUSE." <br /> <br /> The bill was assigned No. 7549 and given its first reading. <br /> V <br /> Mr. Ollendorff said this bill had to do with tax abatement such as that approved <br /> earlier for the two properties in the Parkview Gardens area which are being reha- <br /> bilitated. He said state laws required that property be transferred to the rede- <br /> velopment corporation and then transferred again to the party receiving the tax <br /> abatement. The bill, when passed, will be a general ordinance which will authorize <br /> such transfers in the future. Mr. Kay said the bill passed along the tax relief, <br /> allowing the transferee to take advantage of the tax relief aspect of the law si- <br /> multaneously with the granting of tax relief-by the Land Clearance for Redevelop- <br /> ment Authority (LCRA) with the advice and consent of the City -Council. By prepar- <br /> ing the bill in this way, it will not be necessary to prepare a bill for every <br /> property. There was brief discussion. Mr. Ollendorff said this bill would not af- <br /> fect the contingency attached to the motion made earlier concerning tax abatement <br /> on two apartment buildings being rehabilitated. <br /> Bill No. 7549 was given its second reading. <br /> Bill No. 7549 was given its third reading. <br /> Mr. Schoomer moved that this bill be adopted as an ordinance. Mr. Adams seconded <br /> the motion. Upon roll call, the following vote was recorded: AYES: Councilmembers <br /> Levy, Schoomer, Thompson, Lieberman, Adams, Metcalfe and Mayor Mooney. NAYS: None. <br /> Bill No. 7549 became Ordinance No. 5345. <br /> BILL NO. 7550 - PROVIDING FOR THE SUBMISSION TO THE VOTERS OF UNIVERSITY CITY THE <br /> SETTING OF REFUSE FEES SO AS TO INCREASE THOSE FEES, TO BE SUBMITTED TO ELECTORS AT <br /> THE GENERAL ELECTION NOVEMBER 2, 1982, CONTAINING AN EMERGENCY CLAUSE. <br /> Mr. Ollendorff stated that the budget called for $100,000 more in refuse collection <br /> fees than are currently available through the present rates. This ordinance would <br /> put new rates on the ballot which will collect the amount of money budgeted. The <br /> rates in the ordinance will be sufficient for the next two fiscal years, that is, <br /> the same rates would be in effect for the next two years, through fiscal 1984. <br /> Mayor Mooney added that even with the new rates, the City will still be subsidizing <br /> part of the cost. Mr. Ollendorff concurred, noting that funds would be taken from <br /> the General Fund to pay the difference. <br /> A bill was introduced by Councilmember Levy, entitled: <br /> <br /> "AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALIFIED VOTERS OF THE CITY OF <br /> UNIVERSITY CITY THE SETTING OF REFUSE FEES SO AS TO INCREASE SAID REFUSE FEES, THE <br /> SAME TO BE SUBMITTED TO SAID ELECTORS AT THE GENERAL ELECTION NOVEMBER 2, 1982, AND <br /> CONTAINING AN EMERGENCY CLAUSE." <br />
