He asked if there was <br /> a cancellation clause for the recommended system. Mr. Ollendorff said there was no <br /> cancellation clause and the City would be committed to the purchase. He was con- <br /> vinced that recommendation was the best path for the City to follow. <br /> Mrs. Thompson asked about the programming needs of the computer. Mr. Ollendorff <br /> said the difficulties of the present system were exacerbated by the complexity of <br /> some of the programs which were in the system. Mrs. Thompson asked if there were <br /> any City functions which were cheaper to do manually than the cost of doing them <br /> on the computer. Mr. Ollendorff assured her that everything done on the computer <br /> was done less expensively than if it were done by hand. In addition, nothing could <br /> be taken off the computer at this point that would avoid the problem facing the <br /> City as to which system should be purchased--that is, it was not a problem of too <br /> much data in the computer. Mrs. Thompson asked if the DNOS system cost less to <br /> purchase than the recommended system. Mr. Ollendorff said it was less expensive, <br /> but it was not a proven system and he did not think it would solve the City's pre- <br /> sent computer problems. <br /> The question was called, and all voted Aye, except Mrs. Thompson and Mr. Levy, who <br /> voted Nay. <br /> ACCOMODATION FOR HOLDERS OF SWIM PASSES <br /> Mayor Mooney asked the administration to look into various possibilities for pro- <br /> viding additional time for holders of season swim passes at Heman Pool, since this <br /> facility was closed for a number of days due to flooding and machinery damage. <br /> <br /> Mr. Ollendorff said the two options considered were to extend the season, or to ex- <br /> tend the life of the pass. He said the season could not be extended because there <br /> were not enough personnel available in September to operate the pool, so it was de- <br /> cided to extend the life of the pass. <br /> Mr. Schoomer moved that the life of the swim passes be extended one calendar month <br /> from the date of expiration for all current holders. Mrs. Metcalfe felt perhaps <br /> the time should be left open until it was determined what the situation was, since <br /> that might not be sufficient. Mr. Schoomer said he reasoned that this was simple <br /> to understand and can also be told to people immediately. Mr. Ollendorff said this <br /> could be done administratively, and if the Council wished, more days could be added <br /> later. <br /> Mr. Levy asked if it could be announced that it was the Council's intent to extend <br /> season swim passes to the extent the pool was closed because of inclement weather <br /> this year. All agreed, and it was suggested that a sign be put up at the pool im- <br /> mediately to that effect. <br /> APPOINTMENTS TO UNIVERSITY CITY LOOP SPECIAL BUSINESS DISTRICT <br /> <br /> Mayor Mooney stated that there have been three vacancies on the Board of the Uni- <br /> versity City Loop Special Business District. Nominated for those positions were <br /> Edward Whetsel, president of Commerce Bank, Daniel Terry, partner, St. Louis Vio- <br /> lin Works, and Joseph Curtis, vice-president, Commerce Bank.
