Session 1308, Minutes Page 12
May 24, 1982

to try to evaluate if direct membership in the NLC was no longer useful to Univer-
sity City.

Mr. Adams agreed with the Mayor that the Council can have a direct impact on the
City's congressional representatives; however, he felt it would be difficult for
the Council to stay abreast of issues which affect cities without information fur-
nished by the NLC. He said he did not campaign for his steeriiig.committee posi-
tion but that he was asked to serve, and that he did attend seminars which he felt
would give him useful information of benefit to University City.
For clarification, Mr. Ollendorff said if there was no action by Council, he would
pay this year's dues (already budgeted) and also next year's (1982-83) when they
come due since they are included in the Council budget.
Mrs. Metcalfe moved that the Council not pay the current (1981-82 budget) dues to
the NLC. The motion died for lack of a second.

Mrs. Metcalfe suggested it might be appropriate to delay a decision on whether or
not to pay next year's dues in order to give Council time for reflection. She
asked that all the items in the budget which the Council might want to change be on
the agenda at the next meeting. Mayor Mooney asked that every councilmember, in ad-
vance of the next meeting, send to the City Manager the items which he/she wants
discussed or changed so that they may be distributed and every councilmember will
be prepared for every item on the agenda. He asked that there be no more outside
lobbying on the matter of the NLC membership.
PERSONNEL REPORT
The Personnel report for the.week ending May.22, 1982 was received and ordered filed.

BILLS FOR SECOND READING

NONE

BILLS FOR INTRODUCTION

BILL NO. 7535 - AMENDING CHAPTER 18 MUNICIPAL CODE RELATING TO LICENSES AND BUSI-
NESS REGULATIONS BY REPEALING SECTION 18-19 AND ENACTING IN LIEU THEREOF A NEW SEC-
TION TO BE KNOWN AS "SECTION 18-19. LISTING OF BUSINESSES HAVING SET FEES, AMOUNT
OF FEES" BY AMENDING SAID SECTION SO AS TO INCREASE THE LICENSE FEES FOR AUTOMATIC
COIN-OPERATED AMUS'EMENT.MACHINES.
A bill was introduced by Councilmember Lieberman, entitled:
"AN ORDINANCE AMENDING CHAPTER 18 OF THE MUNICIPAL CODE OF THE CITY OF UNIVERSITY
CITY, RELATING TO LICENSES AND BUSINESS REGULATIONS, BY REPEALING SECTION 18-19
THEREOF, AS AMENDED BY ORDINANCE NO. 5251, ENACTED NOVEMBER 3, 1980, RELATING TO
- THE LISTING OF BUSINESSES HAVING SET FEES AND SETTING THE AMOUNT THEREFOR, AND EN-
ACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS 'SECTION 18-19.
