He thanked the citizens <br />who took part in it and participants who contributed and welcomed the new City Manager. <br /> <br />Ralph Bowser, 8050 Teasdale Ave. <br />Mr. Bowser encouraged Council to move forward to repeal Ordinance 6816. The Council and <br />management have to look at the separation of powers and the ordinance adopted, he felt <br />stepped all over this concept. Mr. Bowser said this would lead to chaos with a person reporting <br />to two levels of government. He also thought that to get through economic difficulties the City <br />needed strong qualified employees and the employees should be regarded as assets to the <br />City. <br /> <br />H. PUBLIC HEARINGS <br /> <br />I. CONSENT AGENDA <br /> <br />J. CITY MANAGER’S REPORT <br />1. <br />Liquor license for beer and wine with Sunday sales for a new restaurant, Snarf’s at 6301 <br />Delmar. <br /> <br />Ms. Ricci moved for approval, seconded by Mr. Sharpe and carried unanimously. <br /> <br />K. COUNCIL ACTION ITEMS <br />1. <br />Council Report as related to Boards and Commissions <br />Ms. Ricci reported that the Green Practice Commission is diligently preparing their report for <br />Council. She noted they were a very dedicated group of people. Ms. Ricci said they are <br />preparing to ask Council to approve an ordinance to make them an official commission. Ms. <br />Ricci also attended another dedicated group of people in the Plan Commission. She <br />reported they are discussing what their role and responsibilities are. They broke into two <br />groups, one focusing on planning the other focusing on zoning issues. <br /> <br />2. <br />Setting up Task Forces <br /> <br /> Seniors and Youths <br /> Mayor Welsch announced that she will be setting up two task forces towards the end of <br />September. For the Seniors and Youths she is hoping to work with the local schools of <br />social work to do surveys of the assets that are available in the community; to see what <br />services we provide and what other agencies provide and what skills exist within the <br />community. There would then be a survey done to determine what the needs are out <br />there for the groups. At some point this task force may divide into two: one for youth <br />and one for seniors. By mid-September Mayor Welsch said she will be providing them <br />with guidelines on how the task forces will work and on the September 20 meeting we <br />will be getting nominations for this task force. <br /> <br /> Walk and Bike Paths <br /> Mayor Welsch stated she is also working on walkability and bikability in University City. <br />She asked of any one was interested in being on this commission to contact their <br />Councilmember. <br /> <br />Mr. Price concern was when there is a joint commission for Seniors and Youth that the <br />youth do not get pushed to the back burner. He is also concern if appointments are <br />skewed to one end and not equal representation for Youth and Seniors. Mr. Price also <br /> <br /> 2 <br /> <br />
