Session 1746 <br />February 8, 1999 <br /> <br />Mr. Schoomer reported that the Historic Preservation Commission did not meet, having no <br />business to discuss. The new U. City Arts District met last month to consider the joint <br />letters of agreement to the exchange between the four major participants instead of <br />approving regular bylaws. Those have been approved and have been forwarded to each of <br />the relevant board of directors for approval, after which they will be ready and open for <br />business. Mr. Schoomer reported that University Park #2 is now reorganized under three <br />trustees as per its indenture, following the resignation of former councilmember Allen <br />Sabol, who served for thirty-five years. Mr. Schoomer invited everyone to the Valentine's <br />Day Pops Concert of the University City Symphony Orchestra at 3:00 p.m., Sunday <br />February 14th at COCA. <br /> <br />Mr. Lieberman reported, as the liaison of the Park Commission, that he wanted to advise <br />Council that the grant they had requested from the department of natural resources, to help <br />to repair the Heman Park pool, did not score enough points to qualify for funding. The city <br />is proceeding to irnplement the project over a two year period. At this meeting, Steve <br />Poplawski, was elected as President, Ben Senturia - Vice President, Caryn St. Clair - <br />Secretary. The community center renovation work is currently in progress and they <br />anticipate completion in first week of March. They did take a look at various design <br />alternatives for that Ackert Park dolphin pool, which had been in disrepair for a long time. <br />The Commission did not like what they saw, and so will go back to the designer. He <br />believes that they would like to keep the dolphin/water concept. They formed a special <br />recreation subcommittee, which consists of Bob Klepper, Ben Senturia and Caryn St. Clair, <br />to review all currer~t recreation activities for young people to see where gaps might be <br />present. This came about as a result of some letters that were received regarding the lack <br />of adequate recreation activities for most kids. The next meeting is scheduled for February <br />23, 1999. <br /> <br />Mr. Wagner reported, as liaison of the Plan Commission, that there was some action from <br />the Medve Group, .at the Delta Dental Square. They were granted permission to replat some <br />of the lots they have acquired there into one plat, which is about one-fourth of their whole <br />project. This is phase one, which is at the east of that island. There was also a public <br />hearing to hear citizen input on the comprehensive plan ideals. There was a couple of <br />hours of excellent input by citizens. He believes what is coming up at the next meeting, is <br />Manlin should be applying for another phase of construction targeted at North and South. <br />He understands that these are duplexes. <br /> <br />Mr. Munkel reported, as liaison of the Library Board, that a couple of years ago the <br />genealogy section of the Library was moved to a St. Louis County Library system, which <br />created space, in which the Library Board has created a multi-purpose room.
