Session 1746
February 8, 1999

is also to be done sometime this month. He invited everyone to go to the Library to enjoy
the different look. The board also entertained a consultant report on some of the repairs
that are needed to the roof and walls. The culprit seems to be limestone capstone, which
is very porous, allowing water to leak through them. RFP's will probably be sent out in the
near future. This building is nearly thirty years old and are, as a result, having to deal with
the problems of an older building. The Memorial Day Run, which has been a fund-raiser
for the Library for twenty-five years will not be held this year, because of time
commitments. Tomorrow and Wednesday are lobby days in Jefferson City for Municipal
Libraries, some of the board are going down there.

Ms. Colquitt, reported she was liaison for CALOP and the Pension Boards. CALOP, at its
last meeting, took a field trip over to TCI, where they received an excellent presentation.
They were informed of the technology and what goes into the movies that are created.
Many of their applicants underbid their funding requests. She had not been present at the
last couple of Pension Board meetings, so she has no report.

CITY CLERK'S DOCKET:

BILLS FOR INTRODUCTION:

1. A bill was introduced by Mr. Lieberman, entitled:

AN ORDINANCE AMENDING CHAPTER 8.28 OF THE MUNICIPAL CODE,
RELATING 1'0 PROPERTY MAINTENANCE, BY ENACTING A NEW SUBSECTION
OF SECTION 8.28.020 THEREOF, TO BE KNOWN AS "PM-303.3.1 SNOW AND
ICE"; CON'[AINING A SAVING CLAUSE AND PROVIDING A PENALTY.

The was assigned number 8412 and given its first reading.

Mr. Schoomer asked Mr. Ollendorff to research the city's liability because of our lack of
enforcement of this ordinance if this is adopted. Mr. Ollendorff said that we would
definitely be liable to be sued. Especially, if money is not allocated for enforcement, in this
case. He does not have staff available now. We are not liable for suit now, because we are
not involved now.

2. A bill was introduced by Mr. Sharpe, entitled:

AN ORDINANCE AMENDING CHAPTER 10.44 OF THE MUNICIPAL CODE,
RELATING TO PARKING RESTRICTIONS ON SPECIFIC STREETS, BY REPEALING
SECTION 10.44.020 THEREOF, RELATING TO PARKING PROHIBITED ON
