
Ms. Watson – That one I am not sure of, I will have to check.

Ms. Ricci noted Mr. Crow brought up a good point which for me is why I don’t
want to focus only on the General Fund because my sense is that the money has
been moved out of the General Fund into another fund. She thought the
$500,000 savings is not really a savings as it has been moved. Ms. Ricci said for
example, we have Professional Services showing up in Funds in the amounts of
$10,000, $25,000 that were not there before. We have food showing up; we
have office supplies which Mr. Crow pointed out. Next category Fleet
Maintenance $10,000 in Professional Services in 2011, zero in 2010. Sewer
Lateral, alternate transportation $1,500 in 2011 and zero in 2010, etc. That is
one reason why I am thinking we need to look at the whole budget and not
having our eyes on just the General Fund. Solid Waste – Professional Services
$10,000 and last year it was $1,400. These are thousands of dollars. Legal
Services $15,000, last year was $7,000. Maintenance contracts $8,000, last
year was zero, etc.

Mr. Sharpe said there are a number of these which Mr. Crow has pointed out and
I was wondering when this occurs is there a possibility that rather than us coming
in and saying look these figures are different. If you could give us some type of
printout stating that there are some differences here and then state the reason
for the difference. Then we will not have to go line by line finding out that there
are some, I won’t call them discrepancies, but differences and if we could get
those . You can look at these figures and see there are some that are quite
different and rather than us sitting here pointing them out to you give them to us
with a short explanation. Perhaps list short explanations with those based on a
percentage of difference from previous.

Ms. Watson said there are a lot of line items to investigate. What kind of
difference are we talking?

Mr. Crow - We need a parallel path to follow.

Ms. Watson said she will discuss that with Mr. Walker because that will take quite
a bit of staff resources to pull that together.

Ms. Ricci said she thought this kind of showed it. Last year we’ve got Solid
Waste Professional Services $1,400 and it is now $10,000 so that points out
where it was zero last year and solid waste temporary labor was $4,500 and is
$75,000 this year. Some of the line items are heavily changed this year and
maybe we need to discuss what is Professional Services and why are we going
in many of these funds from zero to thousands of dollars

Mayor Welsch asked all members of Council to provide their ideas on this to Mr.
Walker so he and Ms. Watson can discuss it as they talk about future budget
formats.

Mr. Price said he can hear what Mr. Crow is saying here. Then there is that
whole calendar issue. Did the vendor reprint the calendar?

12
