The final plat includes all language
prepared by the City zoning attorney and therefore meets all City ordinance
requirements. Basically the properties included in the recent rezoning and site plan
approval for the expansion project are being combined with the previously existing One
McKnight Place lot except for one lot which is being plotted separately since it is utilized
for parking in conjunction with the nursing home property.

Mr. Schoomer moved approval with restrictions as outlined by staff. Mr. Wagner
seconded the motion, which carried unanimously.

AGENDA #.4: REQUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC
INTEREST RESEARCH (THE SIERRA CLUB):

The Fund for Public Interest Research, is planning to conduct a door-to-door campaign
on behalf of the Sierra Club for the period January 2 through January 22, 1998. They
will collect financial contributions and petition signatures. The organization will certify
that the cost of raising the funds in the solicitation will not exceed 25% of the total
amount raised.

A representative of the organization has been invited to be in attendance, should the
council have any questions.

Mr. Ollendorff recommends that the Council grant the permit since all requirements
have been met.

Mr. Schoomer moved approval. Mr. Sharpe seconded the motion.

Mr. Schoomer wanted to note Mr. Lieberman's objections to any door-to-door
solicitations. The Mayor responded that Mr. Lieberman's objections were duly noted.

Mr. Wagner, in lieu of Mr. Lieberman, said that he agrees with Mr. Lieberman's position
that after dark, door-to-door solicitations are not good for the residents. Many of the
residents do not like it. It is becoming a personal safety issue. He will vote against this
one, unless he is assured that there is no after dark solicitations. Mayor Adams noted
that Agenda No. 5 was for solicitations in front of businesses. Mr. Wagner said that
there was no problem with Agenda No. 5.
