10. Knock, Knock America: There are some contract issues. Mr. Nickels will follow up. <br />11. The Notebook – Mr. Nickels said to offer Anne Davis an opportunity to re-propose. She <br />wants to renegotiate issues. Mr. Kirchherr will invite her to the next CALOP meeting to <br />explain what she wants to do. <br /> <br />Ms. Watson asked the commission to point out projects that have been completed so they could <br />be removed from the CALOP project status report list. Mr. Riggs will look over the list. <br /> <br />The Commission reviewed the project status report and made the following observations: <br /> <br />? <br /> The Art Holiday project should show total funding of $40,000. <br />? <br /> The project status report should note that the final video was submitted. <br />? <br /> There was some concern about how far back the report on the projects went and the <br />accounting accuracy. Some projects listed on the status report were pulled, but show <br />that payment was made. <br />? <br /> Celia was canceled. <br />? <br /> Within the Walls was pulled. <br />? <br /> Growing up Racial--???? <br />? <br /> University City the First Century, The Bracelet (Hidden Treasures), and Filmmaker <br />Workshop have been completed. <br /> <br />Mr. Friedman stated that there should be a process developed to cover what happens when the <br />film is done. Mr. Nickels explained that the liaison will receive the film when it is done. Mr. Riggs <br />will review the film and authorize for final payment. Copies will be distributed to the library and <br />commission members. The commission should work on getting more copies to the library and <br />getting the films on DVD for rental. The commission should see all finished products. <br /> <br />Mr. Riggs distributed a request for additional funds from the filmmaker of Silver Spurs. Mr. Riggs <br />informed the commission that the state was pulling funding for Silver Spurs, a residential home <br />for the mentally ill located in South St. Louis. The commission will review the film. <br /> <br />Mr. Nickels noted that the project status report does not reflect the Oral History project and the <br />15 Princeton project. Mr. Nickels would like Ms. Welsch to appear before the commission and <br />give a report status on the Oral History project. Mr. Nickels reported that a filming contract is <br />being established. He will get copies of the film contract and grant contract. Mr. Nickels <br />assigned Eleanor Mullin as the liaison for this project. <br /> <br />Mr. Nickels reported that he has been working with Petree Eastman, Assistant to the City <br />Manager, who will advise the commission on contract administration. <br /> <br />Mr. Nickels reported that all contracts are in, signed, and grantees are positive about what they <br />are doing. <br /> <br />Mr. Nickels discussed how the liaison program will work. Invoices will be signed off by the <br />liaison. Technical issues will be addressed by Mr. Riggs. Authorized invoices will be submitted <br />to the finance department for processing. Recipients will be able to contact the liaison as well as <br />Ms. Lay for assistance. <br />2 <br /> <br />
