Session 1747
February 22, 1999

#3 -Police Computer Software Ufograde: Mr. Ollendorff recommends purchase of police
computer upgrade software including installation and training from Infinitec, Inc. for
$23,995. This company is the sole proprietor of this software and has served us well for
eight years.

Mr. Schoomer moved approval of the consent calendar. Mr. Munkel seconded the motion,
which carried unanimously.

AGENDA #2 - SITE PLAN EXTENSION - 500 NORTH AND SOUTH:

The site plan for a twenty-four unit three story apartment project was approved several
years ago and has been extended annually. The applicant indicates that a revised plan is
about to be submitted and requests a twelve month extension. Mr. OIlendorff recommends
one final extension of thirty days which carries this permit to May 13. By that time it will
be clear whether the revised project is acceptable and feasible.

Mr. Schoomer moved to approve the extension for ninety days, as a courtesy. Mr. Sharpe
seconded the motion, which carried unanimously.

AGENDA #3 - CONDITIONAL USE - 7575 OLIVE:

The Plan Commission recommends approval of a conditional use permit for a Goodwill
Industries retail/resale store with drive through drop off facility. The business may be
exempt from some taxes. Since this use meets all city ordinance requirements as long as
conditions are met, Mr. Ollendorff concurs with the Plan Commission recommendation.
Conditions should include compliance with our sign restrictions, commitment to daily litter
policing, provision of appropriate trash and refuse containers, installation of sight proof
fence within sixty days, installing improved landscaping within ninety days and protection
against accumulation of donations outside of the building. The company has agreed to
have a nightly pickup, in case anything is put out after business hours. The conditions are
as follows:

Signs on the premises shall conform in all respects with the provisions of the
University City Sign Code.
The operator of the retail store shall regularly police the site and the area adjacent to
the store to remove litter and debris.
Trash containers for patron use shall be available on the premises at all times.
Adequate refuse disposal shall be provided by and for the business. The refuse
containers arid surroundings shall be maintained in a clean condition.

3
