She stated that the plan proposes the redevelopment and
preservation of the former B'nai Amoona synagogue building using the
benefits available under Chapter 99 of the revised statutes of
Missouri, as amended. After discussion by the commission, Ms Schuman
moved that the Plan Commission recommend that the City Council
determine that the Trinity/Washington/Kingsbury Redevelopment Area is a
blighted area under the definitions of Chapter 99, R.S.Mo., as amended,
by reason of the preponderance of unsanitary and unsafe conditions,
deterioration of site improvements, and the existence of conditions
which endanger life or property by fire and other causes, constitutes
an economic and social liability and is a menace to the public health,
safety and welfare in its present condition and use. The motion was
seconded by Mr. Washington and passed by a vote of 6-0.

Mr. McCauley then moved that the Plan Commission approve the
redevelopment plan for the Trinity/Washington/Kingsbury Redevelopment
Area as submitted by the Land Clearance Authority dated May 9, 1985
with the deletion of any reference to a proposed cul-de-sac on
Washington Avenue. The motion was seconded by Mr. Rice and passed by a
vote of 6-0.

CHAPTER 353, REDEVELOPMENT PLAN FOR 524 TRINITY

After discussion by the Plan Commission, Mr. Rice moved that the
commission make a determination that the following conditions exist:

A.
