<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 2 <br />August 26, 1987 <br /> <br />the proposal to park recreational vehicles on the site; this proposed use <br />required a Conditional Use Permit according to the Zoning Code's "GC"-General <br />Commercial District regulations. Mr. Goldman, Ms. Schuman and Mr. McCauley <br />agreed that Shurgard's proposal would promote the City's interest in <br />prohibiting parking of recreational vehicles, boats and trailers on single <br />family residential property. <br /> <br />Mr. Washington arrived at 7:38 p.m. <br /> <br />Ms. Schuman asked how the vehicles parked on Shurgard's property would be <br />viewed from I-170. She noted that a minimal amount of planting was depicted <br />along the fence line on the site plan submitted with the application and the <br />property would be protected by a six (6) foot chain link fence with barbed <br />wire above. She further stated that the original development of a self- <br />storage facility on this site had concerned Commission members in its <br />visibility from surrounding properties and I-170. Mr. Wyttenbach confirmed <br />the landscaping and fence designations on the site plan. He explained that <br />the new buildings recently approved by City Council would match existing <br />buildings on the site, but that the parking area for recreational vehicles <br />would be visible from I-170. Mr. Goldman stated, however, that the <br />se,lf-storage facility was zoned in an "IC"-Industrial Commercial District; <br />thus, there were no requirements for screening or buffering because no <br />residential property existed between the self-storage site and the Innerbelt. <br />Chairman McCauley and Mr. Rice noted that should the Plan Commission <br />recommend approval of the Conditional Use Permit application as submitted, <br />Shurgard would need the approval of the St. Louis Terminal Belt Railway for <br />use of a portion of their property for parking the recreational vehicles. <br />Ms. Schuman asked the extent of Shurgard's control of the property as shown <br />on the site plan. Mr. Wyttenbach replied that the previous owners of the site <br />controlled an easement to use a portion of the railroad right-of-way; <br />Shurgard, Inc. was seeking to have the same easement recorded in its favor. <br />He felt sure that the easement or some right to use the property could be <br />acquired in time. Mr. Rice asked if it was appropriate for the application <br />to be recommended for approval without current railroad approval of Shurgard's <br />use of its property. Mr. Goldman stated that the previous owner did have a <br />right to use the railroad right-of-way, and planning staff assumed that <br />Shurgard would automatically obtain the same rights. Chairman McCauley <br />suggested that a condition of the Commission's recommendation to approve the <br />Conditional Use be that Shurgard obtain the right to use the railroad <br />property as depicted on the site plan submitted with its application. Mr. <br />Wyttenbach stated that it would be possible to relocate the parking area set <br />aside for recreational vehicles; however, any other portion of the property <br />was not as desirable as the site depicted. Any change in the location set <br />aside for vehicle parking or storage would complicate traffic patterns and <br />layout of the site. <br /> <br />After further discussion, Mr. Rice moved that the Plan Commission recommend <br />approval of Shurgard, Inc.'s application for a Conditional Use Permit for <br />parking or storage of recreational vehicles in accordance with Section <br />34-35.4(9) of the Zoning Code subject to the following conditions: <br />
