On-site storage of recreational vehicles shall be limited to ten (10) <br />such vehicles with no increase in the number of recreational vehicles stored <br />or any change in the location set aside for such storage from that shown on <br />the plans submitted with the application and dated July 14, 1987 without the <br />express approval of the City Council. <br /> <br />2. The applicant shall obtain control of that portion of the railroad right- <br />of-way in which the vehicle storage is depicted on the July 14, 1987 plan. <br /> <br />Ms. Schuman seconded the motion which passed by a vote of 7-0. <br /> <br />APPLICATION FOR AMENDMENT TO CONDITIONAL USE PERMIT NO. 233. A & M PIZZA. <br />INC. DBA DOMINO'S PIZZA. 6963 OLIVE BOULEVARD - EXTENTION OF HOURS OF <br />OPERATION <br /> <br />Chairman McCauley stated that the Plan Commission had scheduled a public <br />hearing on an application to amend the Conditional Use Permit for the <br />Domino's Pizza location at 6963 Olive Boulevard. This agenda item was <br />postponed by the Chairman pending arrival of the applicant. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT NO. 255. AGAPE SEVENTH-DAY ADVENTIST <br />CHURCH. DAY CARE CENTER AT 6501 BARTMER AVENUE <br /> <br />Chairman McCauley indicated that the Plan Commission had scheduled a public <br />hearing on an application for a Conditional Use Permit by the Agape <br />Seventh-Day Adventist Church to allow the premises at 6501 Bartmer Avenue to <br />be used as a day care center. Mrs. Charlene Pembleton of 413 Woodland Hills <br />in Ballwin, Missouri, introduced herself as the Director of the church's <br />proposed day care center. She stated that the church wished to sponsor the <br />needed day care for approximately twenty (20) neighborhood children. <br /> <br />Chairman McCauley called on Al Goldman, Director of Planning, to respond to <br />the church's application. Mr. Goldman stated that there were unmet day care <br />needs within the Bartmer neighborhood; he had no objection to a day care <br />center for no more than 20 children. He felt that there would be no <br />substantial injury to the value of adjoining property, there would be a <br />minimal amount of noise, but the day care use itself might be hampered by a <br />lack of on- or off-street parking. He explained that religiously operated <br />day care centers are exempt from State licensing and supervision; however, he <br />suggested protecting the health, safety and welfare of the children by <br />requiring such State licensing. He therefore recommended that the <br />Conditional Use Permit be approved if day care is provided for no more than <br />twenty (20) children on the site and if the Church waives it's exemption from <br />State statutes and rules governing the design and operation of day care <br />centers and becomes a licensed facility by the State of Missouri. <br /> <br />Mrs. Pembleton stated that after meeting with Planning Department staff the <br />previous week, she contacted the State day care licensing office and <br />submitted an application for day care licensing at the Bartmer location. The <br />State office informed her that it would be at least two to four months time <br />before she could possibly obtain a day care license. Mrs. Pembleton stated <br />
