On-site storage of recreational vehicles shall be limited to ten (10) such vehicles with no increase in the number of recreational vehicles stored or any change in the location set aside for such storage from that shown on the plans submitted with the application and dated July 14, 1987 without the express approval of the City Council. 2. The applicant shall obtain control of that portion of the railroad right- of-way in which the vehicle storage is depicted on the July 14, 1987 plan. Ms. Schuman seconded the motion which passed by a vote of 7-0. APPLICATION FOR AMENDMENT TO CONDITIONAL USE PERMIT NO. 233. A & M PIZZA. INC. DBA DOMINO'S PIZZA. 6963 OLIVE BOULEVARD - EXTENTION OF HOURS OF OPERATION Chairman McCauley stated that the Plan Commission had scheduled a public hearing on an application to amend the Conditional Use Permit for the Domino's Pizza location at 6963 Olive Boulevard. This agenda item was postponed by the Chairman pending arrival of the applicant. APPLICATION FOR CONDITIONAL USE PERMIT NO. 255. AGAPE SEVENTH-DAY ADVENTIST CHURCH. DAY CARE CENTER AT 6501 BARTMER AVENUE Chairman McCauley indicated that the Plan Commission had scheduled a public hearing on an application for a Conditional Use Permit by the Agape Seventh-Day Adventist Church to allow the premises at 6501 Bartmer Avenue to be used as a day care center. Mrs. Charlene Pembleton of 413 Woodland Hills in Ballwin, Missouri, introduced herself as the Director of the church's proposed day care center. She stated that the church wished to sponsor the needed day care for approximately twenty (20) neighborhood children. Chairman McCauley called on Al Goldman, Director of Planning, to respond to the church's application. Mr. Goldman stated that there were unmet day care needs within the Bartmer neighborhood; he had no objection to a day care center for no more than 20 children. He felt that there would be no substantial injury to the value of adjoining property, there would be a minimal amount of noise, but the day care use itself might be hampered by a lack of on- or off-street parking. He explained that religiously operated day care centers are exempt from State licensing and supervision; however, he suggested protecting the health, safety and welfare of the children by requiring such State licensing. He therefore recommended that the Conditional Use Permit be approved if day care is provided for no more than twenty (20) children on the site and if the Church waives it's exemption from State statutes and rules governing the design and operation of day care centers and becomes a licensed facility by the State of Missouri. Mrs. Pembleton stated that after meeting with Planning Department staff the previous week, she contacted the State day care licensing office and submitted an application for day care licensing at the Bartmer location. The State office informed her that it would be at least two to four months time before she could possibly obtain a day care license. Mrs. Pembleton stated
