He was opposed to the commercial development, especially that near <br />Blackberry Avenue. Mr. Owens and his wife, Erma Jean Owens, were also concerned <br />about the proposed streets entering off of Blackberry Avenue. They felt that <br />this would increase the traffic on Blackberry past its capacity. <br /> <br />A lengthy deliberation ensued concerning the appropriate width of tree lawns and <br />sidewalks as well as the appropriate depth of front yards for the proposed <br />development. Mr. Safe stated that the place where substantial planting and <br />street landscaping would take place was in the tree lawn area. After further <br />discussion, Mr. Marsh moved that the Plan Commission recommend approval of the <br />application for a Conditional Use Permit subject to the fOllowing conditions: <br /> <br />1. The tree lawns are too narrow and should be increased to a minimum of 4'6". <br />2. The Site Plan should indicate a standard 50' right-of-way for the streets, <br />with 29' back-to-back of curbs, a 4'6" tree lawn and a 4' sidewalk, this will <br />place the right-of-way line 2' behind the edge of the sidewalk. <br />3. End lots should be increased in size to provide at least 12' between an alley <br />or street pavement and a dwelling or patio. <br />4. Pads should be provided in the alley for refuse boxes at the rate of one pad <br />for every four houses. <br />5. All alleys shall have adequate area for city vehicles to maneuver or turn <br />around. <br />6. The nature of the open space development should be tied down by a development <br />plan or a written description of the improvements. <br />7. A detailed landscaping plan should be provided for staff review and approval. <br />8. The development shall be in substantial compliance with the plan for <br />residential housing presented to the Plan Commission on April 27, 1988. <br /> <br />The motion was seconded by Mr. Safe and passed by a vote of 4-2. <br /> <br />REQUEST BY SPECIAL BUSINESS DISTRICT TO AMEND ZONING CODE SECTION 34-36.7 <br /> <br />Mr. Jay Brandt, Chairman of the Loop Special Business District, presented Plan <br />Commission members with the Business District's proposal that Section 34-36.7 of <br />the Zoning Code be amended to include restrictions on the installation of <br />security bars on windows in the "RC"-Retail Commercial District. The Special <br />Business District proposed this restriction because the presence of security bars <br />on windows runs contrary to the business owners' efforts to maintain the <br />architectural integrity of the bUildings in the area. Mr. Brandt explained that <br />it also presents an image inconsistent with the Districts' efforts to attract <br />shoppers and create a positive appearance in the Loop. The members of the Loop <br />Business District believe that other security devices are available which are <br />more in keeping with the nature of the efforts of the District. <br /> <br />Chairman McCauley asked Mr. Goldman if he had any comment on the proposed zoning <br />change. Mr. Goldman stated that he had contacted Police Chief Damos and asked <br />him to provide any Police Department input on the proposed change. Chief Damos <br />had presented statistics which reveal that crime is down in the District. <br /> <br />After some discussion, Mr. Kendall moved that the Plan Commission recommend <br />approval of the text amendment which would add to Section 34-36.7 of the <br />University City Zoning Code the following new subsection: <br /> <br />- <br /> <br />~ <br />
