Security bars of any style or material shall not be installed on any doors or <br />windows with frontage facing a street. <br /> <br />Mr. Marsh seconded the motion. Kreishman asked about the propriety of including <br />such a regulation in the Zoning Code. Mr. Ollendorff stated that the regulation <br />could be included in a miscellaneous section of the City Code, but that these <br />ordinances had the potential of being overlooked. Mr. Goldman stated that the <br />proposed regulation was a general welfare issue which can typically be included <br />in the zoning regulations. Chairman McCauley called for a vote on the motion <br />which passed by a vote of 6-0. <br /> <br />REQUEST TO REZONE A THREE ACRE PARCEL ADJACENT TO THE RUTH PARK GOLF COURSE FROM <br />"PAM TO "SR" <br /> <br />Mr. Ollendorff, City Manager, stated that the City was proposing a request to <br />rezone a three acre parcel of land immediately north of the Ruth Park Golf Course <br />off Olive Boulevard, 81st Street and Blancha Drive from "PAM-Public Activity to <br />"SR"-Single Family. He stated that the City had put the property up for sale, <br />and the bid which was accepted by the City Council called for 16 attached single <br />family homes on the site. Mr. Ollendorff responded to a question by Chairman <br />McCauley regarding the sale of City property. Mr. Ollendorff stated that this <br />was a first step in the City selling vacant property that it owned for more <br />prosperous use. Mr. Ollendorff showed the Plan Commission the proposed site plan <br />for the project and introduced the developer, Mr. Jordan Tobin of Tobin DeSign & <br />Construction. After further discussion, Ms. Kreishman moved that the Plan <br />Commission recommend approval of the City's request to rezone the above-described <br />three acre parcel of land from "PAM-Public Activity to "SR"-Single Family. The <br />motion was seconded by Mr. Marsh and passed by a vote of 6-0. <br /> <br />REQUEST TO SUBDIVIDE A 1.6 ACRE TRACT ON NORTH AND SOUTH ROAD AT BALSON AVENUE, <br />PRELIMINARY PLAT <br /> <br />Mr. Jim Hall, an architect representing Tracy Rufkahr, stated that Mr. Rufkahr <br />had previously proposed to the Plan Commission and City Council the rezoning of a <br />1.6 acre tract on the west side of North and South Road at the eastern terminus <br />of Balson Avenue from "MR"-Multifamily Residential to "SR"-Single Family <br />Residential in order to develop a 7 parcel, single family, private subdivision. <br />Mr. Hall stated that he and Mr. Rufkahr were currently before the Plan Commission <br />for a review of the preliminary plat of the proposed subdivision. Mr. Hall <br />stated that in response to Mr. Goldman's memo of April 22, 1988, to the <br />Chairperson and members of the Plan Commission, he had identified all easements <br />on the site and shown that the 30' wide sewer easement at the front of Lots 5, 6 <br />and 7 would not encroach on the bUilding lines for Lot 6 and 7. The bUilding <br />lines had been moved back on those lots. Mr. Hall stated that the developer <br />planned to include 4' wide sidewalks and a 7' wide space for street landscaping. <br />Mr. Rufkahr had drafted deed restrictions for the development, but had planned <br />included these for the final plat review. After further discussion, Mr. Safe <br />moved that the Plan Commission recommend approval of the preliminary plat for the <br />proposed "Stanford Place Tract". Mr. Kendall seconded the motion which passed by <br />a vote of 5-0 with one abstention. <br />
