<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 2 <br />May 23, 1990 <br /> <br />Chairperson Kreishman asked the Planning Director, Al Goldman, to <br />review the Planning staff report on the application. Mr. Goldman <br />reiterated that the proposed carry-out restaurant was being <br />reviewed as a conditional use in the "GC" - General Commercial <br />District. Mr. Goldman did not foresee any problems with the Subway <br />proposal at Westover. He explained that the parking was adequate <br />and that the recommended conditions for operation of the restaurant <br />were standard ones regarding signs, location of trash facilities <br />and litter control. <br /> <br />Mr. Adeyemi explained to Commission members that Westover Center <br />has contracted with a private trash collector to collect the trash <br />on the site and that certainly a restaurant would need its own <br />receptacle. Mr. Goldman agreed and stated that the plans submitted <br />with Mr. Adeyemi's application showed approximately 200 hundred <br />feet between the rear door of the restaurant and the trash area. <br />A more west location or an additional trash area on the western <br />portion of the site may be necessary to meet the restaurant's <br />needs. Mr. Ron Schwartz, Mr. Adeyemi's contractor, explained the <br />developer's plans for the site regarding trash pick up and agreed <br />that additional plans for trash facilities may have to be <br />addressed. <br /> <br />Chairperson Kreishman asked if Commission members had any questions <br />for the applicant. Mr. Kendall asked where the restaurant's <br />employees would park. Mr. Adeyemi stated that he would suggest <br />that his employees park in the spaces provided at the rear of the <br />Center. Mr. Marsh asked if the same franchisee operated the Subway <br />Shop in the Loop, and if Planning Staff had ever received any <br />complaints of its trash facilities or litter control. Mr. Goldman <br />replied that Subway operated through a different franchisee in the <br />Loop and that Planning Staff had never received any complaints <br />about their operation. Mr. Marsh asked Mr. Adeyemi if his hours of <br />operation would be different on week days than on weekends. Mr. <br />Adeyemi replied that he realistically believed he would close by 1 <br />- 1:30 a.m. on weekdays. Ms. Kreishman asked if the owner of the <br />Center had established any standard operating hours for its <br />tenants. Mr. Adeyemi replied that the owner had not done this. <br />Mr. Marsh asked if Planning staff had any idea what would be the <br />maximum absorption of restaurants for this shopping center. Mr. <br />Goldman and Sarah Elwood, Zoning Administrator, had no real answer <br />and did not know the total number of restaurant-related uses which <br />proposed going into Westover. The proposed Subway Shop and the <br />next applicant on the agenda, Pizza Hut, were the only restaurants <br />proposed to date. <br /> <br />Chairperson Kreishman asked if any members of the public had <br />questions or comments on the application and declared the public <br />hearing open.
