<br />Plan Commission Mi~es <br />September 26, 1990 <br />Page 2 <br /> <br />. <br /> <br />station at this Delmar location since 1928; however, the repair <br />portion of the business, which had always been operated by an <br />independent contractor, closed in 1982 due to the Company's <br />inability to find a suitable operator. The Jordan family, which <br />previously operated the service station on the southwest corner of <br />Brentwood Boulevard and Clayton Road, is now willing to provide <br />repair service at Sinclair on Delmar in University City. The <br />Jordan station was closed after the property was acquired for the <br />Galleria expansion project in Richmond Heights. Mr. Hea explained <br />that the service bays still remained at Sinclair on Delmar but had <br />been boarded up for the last few years. The siding has been <br />removed recently from the four bay doors in anticipation of <br />reopening the repair service. Sinclair planned no structural <br />changes in the building. Mr. Hea stated that he had received the <br />Planning Department staff report on the application. He reviewed <br />and agreed to comply with all proposed conditions. He did question <br />the need to extend the fence along Sinclair's rear property line to <br />within twelve (12) feet of the Hanley right-of-way, but stated that <br />Sinclair would complete the required work. <br /> <br />The Chairperson called on the Zoning Administrator, Sarah Elwood, <br />to review Planning staff's report on the application. Ms. Elwood <br />stated that the City certainly encouraged the operation of a full <br />automobile service station in this location because it would <br />certainly contribute to the community welfare and convenience. Ms. <br />Elwood reviewed the parking requirements for an automobile service <br />use and reiterated Mr. Hea's statement that fourteen (14) parking <br />spaces should be striped on the lot to meet the requirements for a <br />business of this type and size. The refuse box should be located <br />at the rear of the property away from public view. The fence along <br />the rear property line should be extended to within twelve (12) <br />feet of the curb line on Hanley Road in order to properly screen <br />the automobile service use from the residential neighborhood to the <br />north. Ms. Elwood also mentioned the need to upgrade the landscape <br />areas and close the gaps in these areas which are due to not <br />replacing lost plants. Also, the City should reiterate the <br />stipulation in sinclair's lease with the Jordans that parking of <br />wrecked, derelict, abandoned and/or unlicensed vehicles shall be <br />prohibi ted. Further, overnight storage of motor vehicles should be <br />limited to the parking area to the rear of the building. <br /> <br />Chairperson Kreishman asked if Commission members had any questions <br />for the applicant or Ms. Elwood. Mr. Kendall asked the applicant <br />if the parking area would be resurfaced prior to the Jordan's <br />commencing business on the site. Mr. Hea stated that Sinclair <br />anticipates resurfacing the site after the tanks are replaced <br />sometime wi thin the next year. The parking surface will be <br />inspected prior to the Jordan's occupancy and required to meet <br />minimum code standards for safety and maintenance. Mr. Marsh asked <br />if any heavy motor work, body work or painting of vehicles would be <br />done on the site. Mr. Jordan replied that only minor vehicle <br />repair would be offered such as oil changes, other fluid and lubri- <br /> <br />~. <br />
