<br />Plan Commission Jltutes <br />March 27, 1991 <br />Page 3 <br /> <br />. <br /> <br />Mr. Tobin stated that none of this had been done, but he felt that <br />saturation on the common ground was adequate. Mr. Marsh asked if <br />the City could require a letter of credit upon which it could draw <br />if the basin were not completed at some future, designated date. <br />Commission members agreed that completion of the basin as required <br />and proper landscaping of the common ground would be a helpful <br />marketing tool in helping to build out the subdivision. <br /> <br />After further discussion, Mr. Marsh moved that the Plan Commission <br />approve the proposed resubdivision of Lots 7-15 of the Corvette <br />Place Subdivision on the condition recommended by Planning Staff <br />relating to the timing of required signatures. Mr. Foxworth <br />seconded the motion which passed by a vote of 4-0. <br /> <br />APPLICATION FOR AMENDMENT OF CONDITIONAL USE PERMIT #155 - LONG <br />JOHN SILVER'S. INC.. 7380 OLIVE BOULEVARD <br /> <br />Chairperson Kreishman informed those present that the Plan <br />Commission had scheduled a public hearing on an application for an <br />amendment of Conditional Use Permit #155 by Long John Silver'S, <br />Inc. in order to allow the addition of drive-through service at the <br />existing carry-out restaurant at 7380 Olive Boulevard. The <br />Chairperson outlined the Commission's procedure and criteria for <br />reviewing Conditional Use Permits. <br /> <br />Mr. Perry Brush, Northwest Division Construction Manager for Long <br />John Silver, Inc., explained to the Commission that his company is <br />proposing to add drive-through service to its Olive Boulevard <br />location in University City. Mr. Brush stated that Long John <br />Silver's had received many customer requests for drive-through <br />service at this site and at many of its st. Louis area locations. <br />Mr. Brush presented an amended site plan, dated 3/25/91, which <br />incorporated changes made by the company in accordance with the <br />Planning Department staff report on the application. The parking <br />area on the west side of the lot had been changed to accommodate 4 <br />parallel spaces. A 6" concrete curb appeared on the amended plan <br />delineating the proposed drive-through lane for food pick-up. Mr. <br />Brush agreed that these changes would better protect the vehicles <br />in the lane as well as those parked on the west side of the lot and <br />would prevent cars from entering the lane at the wrong location. <br />Mr. Brush also stated that his company was in agreement with all <br />other permit conditions proposed by Planning staff. <br /> <br />Chairperson Kreishman asked Ms. Elwood to review the staff report <br />on the application. Ms. Elwood stated that little change is <br />proposed on the site to accommodate the drive-through service. A <br />small 5' x 10' addition is proposed for the west side of the <br />building to accommodate the cash register and food assembly. The <br />exterior of this addition should match that of the existing <br />building. New signage is proposed to direct drive-through <br />customers to enter the westernmost curb cut, proceed completely <br />around the building and enter the drive-through lane by turning <br />left once they reached the front of the building on its east side. <br />
