Ms. Elwood reiterated importance of the <br />changes in the parking configuration on the west side of the lot as <br />well as those for design of the drive-through lane itself. Ms. <br />Elwood also reviewed such issues as the location of loading and <br />trash facilities, landscaping, and preventing excessive volume of <br />the speaker which customers use for ordering. With respect to <br />landscaping issues, landscaping on the site is sparse and outdated. <br />Planning staff had made specific suggestions regarding expanding <br />and upgrading the landscaping. This included the lawn area on the <br />Olive Boulevard shoulder within the right-of-way which is muddy and <br />sparse. Ms. Elwood noted that the property is located in the Olive <br />Boulevard Central Tax Increment Financing District. Mary Fahey, <br />Executive Director of the City's Tax Increment Financing (TIF) <br />Commission has informed staff that TIF funds could be available for <br />right-of-way improvements should the property owner wish to <br />participate in making the necessary improvements. Other businesses <br />on this block have expressed interest in improving the shoulder in <br />front of their property; participation by Long John Silver's could <br />create an improved and uniform look for this block of Olive <br />Boulevard. <br /> <br />Mr. Brush reiterated his company's willingness to comply with all <br />suggested conditions. The Chairperson asked if members had any <br />questions of the applicant or staff. Mr. Marsh asked if the hours <br />of operation would change with the addition of drive-through <br />service. Mr. Brush responded that the restaurant hours would not <br />change; the latest closing time on weekends was 11 p.m. Mr. Marsh <br />also asked why such a circuitous route had been planned through the <br />site to accommodate the drive-through. Mr. Brush replied that the <br />area for drive-through service had to be on the west side of the <br />building in order to match with the existing floor plan and kitchen <br />service area. Both Mr. Goldman and Mr. Price recognized this plan <br />as a reasonable one. Mr. Price asked Ms. Elwood why the standard <br />condition regarding patrol of the site for litter control had not <br />been included in the staff recommendation. Ms. Elwood stated that <br />the omission had been an oversight. Mr. Goldman noted that <br />proposed Conditions 2 and 4 had been met by the revised plan. The <br />steel posts located on the curb were now not necessary. Mr. Brush <br />agreed. Mr. Goldman suggested that the parallel parking spaces be <br />marked with 19' lengths and be separated by a marked 4' void area <br />in order to provide additional area for vehicle maneuvering. <br /> <br />Chairperson Kreishman declared the public hearing open on this <br />application and asked if anyone present had any comments or <br />questions regarding the application. Mr. Don Culberson of 7368 <br />Melrose Avenue, informed the Commission that Long John Silver's had <br />been a good neighbor and was happy to hear that its hours of <br />operation would not be extended. He was also pleased that the <br />volume of the speaker was adjustable and would be monitored. He <br />asked if the vehicular traff ic in the dr i ve-through lane would <br />conflict with pedestrian traffic walking from the front of the <br />site.
