Mr. Don Wylan of 7354 Melrose Avenue asked if the <br />menu board could be placed at the back of the building or on the <br />east side. Mr. Brush replied that it could not be places on the <br />east side because the food would have to be picked up from the <br />passenger side of the car. The back of the building was not ideal <br />because it would not provide for adequate stacking space and <br />existing loading facilities. As there were no other comments or <br />questions, the Chairperson closed the public hearing. <br /> <br />After further discussion, Mr. Marsh moved that the Plan Commission <br />recommend approval of the application for Amendment of Conditional <br />Use Permit #155 for drive-through service at 7380 Olive Boulevard <br />subject to the following conditions: <br /> <br />1. Construction materials used to finish the exterior of the <br />building addition shall match those of the existing building. <br /> <br />2. The proposed 7 parking spaces depicted on the 2/15/91 site <br />plan should be removed and replaced with 4 parking spaces <br />parallel to the west property line. All parking spaces on the <br />site shall be at least 9' in width and 19' in length. <br /> <br />3. All signs on the property shall conform with the provisions of <br />the University City Sign Code. <br /> <br />4. The drive-through lane shall be delineated by a 6" concrete <br />curb, 3' to 4' in width and painted yellow, rather than <br />striping on grade. <br /> <br />5. A detailed landscape plan shall be submitted to the Director <br />of Planning for his review and approval. Landscaping shall be <br />installed and maintained in accordance with the approved plan. <br /> <br />6. The volume of the speaker for drive-through service shall be <br />adjustable and shall be maintained at a level which prevents <br />it from being heard beyond the property line. <br /> <br />7. The operator of the restaurant shall regularly police the site <br />and the area adj acent to the restaurant to remove li tter <br />generated by the business. <br /> <br />Mr. Safe seconded the motion. Chairperson Kreishman expressed her <br />concern that the number of existing curb cuts along the south side <br />of this block of Olive Boulevard might cause a lot of traffic <br />congestion. She suggested the following condition be added to the <br />recommendation to ensure that the west curb cut remain "enter <br />only:" <br /> <br />8. The landscaped area immediately east of the westernmost curb <br />cut shall be flared from the property line south to the curb <br />separating the drive-through lane from the parking area. <br />
