Mr. Don Wylan of 7354 Melrose Avenue asked if the menu board could be placed at the back of the building or on the east side. Mr. Brush replied that it could not be places on the east side because the food would have to be picked up from the passenger side of the car. The back of the building was not ideal because it would not provide for adequate stacking space and existing loading facilities. As there were no other comments or questions, the Chairperson closed the public hearing. After further discussion, Mr. Marsh moved that the Plan Commission recommend approval of the application for Amendment of Conditional Use Permit #155 for drive-through service at 7380 Olive Boulevard subject to the following conditions: 1. Construction materials used to finish the exterior of the building addition shall match those of the existing building. 2. The proposed 7 parking spaces depicted on the 2/15/91 site plan should be removed and replaced with 4 parking spaces parallel to the west property line. All parking spaces on the site shall be at least 9' in width and 19' in length. 3. All signs on the property shall conform with the provisions of the University City Sign Code. 4. The drive-through lane shall be delineated by a 6" concrete curb, 3' to 4' in width and painted yellow, rather than striping on grade. 5. A detailed landscape plan shall be submitted to the Director of Planning for his review and approval. Landscaping shall be installed and maintained in accordance with the approved plan. 6. The volume of the speaker for drive-through service shall be adjustable and shall be maintained at a level which prevents it from being heard beyond the property line. 7. The operator of the restaurant shall regularly police the site and the area adj acent to the restaurant to remove li tter generated by the business. Mr. Safe seconded the motion. Chairperson Kreishman expressed her concern that the number of existing curb cuts along the south side of this block of Olive Boulevard might cause a lot of traffic congestion. She suggested the following condition be added to the recommendation to ensure that the west curb cut remain "enter only:" 8. The landscaped area immediately east of the westernmost curb cut shall be flared from the property line south to the curb separating the drive-through lane from the parking area.
