No members of the public asked to be heard and so the public hearing <br />was closed. <br /> <br />Mr. Kendall moved that the Plan Commission recommend approval of the application for <br />amendment of Conditional Use Permit #257 A to allow the expansion of the food preparation and <br />storage area for the carry-out restaurant use in the Market-in-the-Loop at 6655 Delmar <br />Boulevard, subject to the following conditions: <br /> <br />1. The hours of operation shall be limited to those between 7 a.m. and 11 p.m. <br /> <br />2. The total space devoted to the preparation, storage and sales related to carry-out <br />restaurant uses, exclusive of patrons seating areas, shall be limited to Units G, H, and <br />I (756 square feet), Units A and B (400 square feet), Unit K (200 square feet), and Unit <br />L (210 square feet). <br /> <br />3. A sufficient number of trash containers shall be provided in the common areas of the <br />Market both indoors and outdoors to meet the needs of disposing of containers, plates, <br />cups, napkins and etc. from carry-out food vendors. Such receptacles shall be emptied <br />regularly. <br /> <br />4. Portable outdoor furniture owned by the operator, if any, shall be removed and suitably <br />stored whenever the Market is closed. <br /> <br />5. The glass area in the exterior doors shall be provided with appropriate window treatment <br />to block the view into the food preparation and storage area. <br /> <br />The motion was seconded by Mr. Marsh and passed by a vote of 5-0, with Mr. Safe abstaining. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #294 - CARRY-OUT RESTAURANT. <br />6985 OLIVE BOULEV ARD <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />continuation of the public hearing on an application from Roderick and Virginia Bell for a <br />Conditional Use Permit to permit a carry-out restaurant at 6985 Olive Boulevard. The <br />Chairperson pointed out the Commission's procedures and criteria for reviewing conditional use <br />permits was outlined at the previous hearing. She then called upon the applicant. <br /> <br />Mr. Roderick Bell of 7375 Tulane briefly explained his application for the barbecue restaurant <br />at 6985 Olive. He distributed additional written information to the members of the Plan <br />Commission and held up a large drawing of the site explaining the six stages of development he <br />was proposing. He explained that basically the stages consisted of 1) the building improvements <br />and trash containers, 2) the tree lawn areas along Pennsylvania and Olive, 3) the landscaping <br />
