Mr. Goldman stated that <br />Mr. and Mrs. Bell have submitted an amended site plan drawing which shows fairly ambitious <br />landscaping and appropriate arrangement of parking on the site. He also stated that they have <br />submitted information regarding signs, refuse facilities and exhaust equipment as well as a copy <br />of a letter from the St. Louis County Department of Highways and Traffic indicating that they <br />would allow the upgrading of the alley entrance to the site but no other entrances from <br />Pennsylvania. <br /> <br />Mr. Marsh asked about the phasing of the development to which Mr. Goldman replied that it <br />is not unusual to delay planting until either the fall or spring as appropriate to the particular <br />plant material being installed. He stated that extending the planting into five phases as indicated <br />by Mr. Bell was not acceptable to the staff. <br /> <br />Ms. Kreishman asked about the window area that exposed the back of interior paneling. Mr. <br />Bell said that he planned to install one inch plywood on the exterior painted to match the walls. <br />Mr. Safe then asked about the fascia covering to which Mr. Bell replied that the bad wood <br />would be replaced before painting, but all they planned to do was to paint and not cover with <br />other materials. <br /> <br />Ms. Kreishman asked about plans for paving the alley to which Mr. Bell replied that they <br />wanted to discourage all use of the alley and the driveway entrance from Pennsylvania. Ms. <br />Kreishman then asked if the applicants had considered installing a landscaping screen along their <br />north property line to block access from the alley and to better screen their operation from the <br />residential property to the north. Mr. Bell's reply was that he had no problem with paving a <br />small part of the alley to be used for access, but does object to paving the entire alley. <br /> <br />Mr. Foxworth stated that he agrees with the applicant that paving the entire alley would not be <br />of direct benefit to him. Mr. Marsh then asked the staff what the City would do if the applicant <br />failed to install the landscaping in accordance with an agreed upon schedule of phasing. Mr. <br />Goldman replied that the city would then be forced to issue a court citation for failure to carry <br />out the conditions of the conditional use permit. Mr. Marsh asked if the city can revoke the <br />permit if the applicant does not insta1llandscaping in accordance with the approved conditions. <br />Mr. Goldman replied revocation can take place if a provision for revocation is included in the <br />conditions of approval. <br />
