.

.

Minutes - Plan Commission
Page 5
May 22, 1991

Mrs. Kreishman opened the public hearing. Monica Stewart of 1066 Pennsylvania wanted to
know how the city will monitor to make sure that all barbecued meats are brought in and not
cooked on the premises. She stated that she was concerned with the fish and hamburger on the
menu because they are both fried and will give off odors. She stated an objection to the red and
white color scheme and felt that it would take more than landscaping to improve this lot,
suggesting that tearing down the building would be the best way to beautify the lot.

Clara Jones of 1069 Roth stated that she was against the proposal because it was not compatible
with the surrounding residential neighborhood and would adversely affect values.

Isaac Sumpter of 1076 Pennsylvania stated that he was concerned with the late night hours and
the attendant noise and traffic.

Viola Green of 1049 Roth asked how the applicants intend to control the smell of fish and how
they will keep people from littering the neighborhood.

Carol Rossel, business owner at 7015 Olive, stated that she was very happy with the improved
site plan, but would want the boarded up windows to be treated with something more decorative
such as a board and batten treatment. She also indicated a desire for shortened hours.

Jackie Grant of 1072 Pennsylvania stated that in her opinion the building is an eyesore and it
would take more than paint especially red and white paint to make the building presentable. She
also objected to the late night hours and wanted to make sure that odor control would be
addressed by the conditions of the permit.

Bernice Gross of 1071 Pennsylvania stated that she thought too much was being spent on
landscaping and wanted a more imaginative treatment of the building itself. She stated that she
was opposed to the proposal.

Wayne Grant of 1072 Pennsylvania stated that in his opinion a barbecue business would not
benefit the neighborhood.

Chairperson Kreishman closed the public hearing after everyone had an opportunity to speak.
She then asked for comments from the members of the Commission. Mr. Foxworth commented
that the Long John Silver Restaurant cooks fish and gives off no odor that is discernable from
outside their establishment and with the right equipment he saw no reason cooking odors should
be given off by this operation either.

Mr. Safe said he visited the premises and found that the workmanship on installing the plywood
soffit left much to be desired and is concerned about the potential for poor workmanship on the
other improvements to the building. He stated that he is also concerned about the alley and the
extent of public objection and therefore cannot support the application.
