<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 6 <br />May 22, 1991 <br /> <br />Mr. Foxworth made a motion to recommend approval of the application for conditional use <br />permit to allow a carry-out restaurant at 6985 Olive Boulevard subject to all the conditions <br />proposed by the staff with the exception of requiring only partial paving of the portion of the <br />alley for a distance of approximately 20 feet from the right-of-way. The motion was seconded <br />by Mr. Kendall. <br /> <br />Mr. Marsh asked Mr. Foxworth and Mr. Kendall if they would agree to a ninth condition to <br />limit the hours to 11 p.m. on week day nights and 12 p.m. on Friday and Saturday. They both <br />agreed. Ms. Kreishman suggested a tenth condition to the effect that the closed windows should <br />be covered with decorative plywood to match or blend with the masonry. Mr. Foxworth and <br />Mr. Kendall agreed to including this condition in their motion. Ms. Kreishman also requested <br />that Condition #5 be modified by replacing the word "area" with the word "neighborhoods". <br />Both Mr. Foxworth and Mr. Kendall agreed to include that in their motion. Thus the <br />conditions included in the motion are: <br /> <br />1. No meat shall be barbecued at this location. If at any time the operators plan to <br />barbecue meat at this location, an application for amendment to this conditional use <br />permit must be reviewed by the City Plan Commission at a public hearing and approved <br />by the City Council. <br /> <br />2. The access from Pennsylvania Avenue should be limited to the alley entrance north of <br />the property. All necessary permits shall be obtained from the St. Louis County <br />Department of Highways and Traffic and the University City Public Works Department. <br />The alley shall be paved for a distance of 20 feet from the east line of Pennsylvania. <br /> <br />3. All signs on the property shall conform to the provisions of the University City Sign <br />Code. <br /> <br />4. A detailed landscaping plan shall be submitted to the Director of Planning for review and <br />approval. Landscaping shall be installed and maintained in accordance with the approved <br />plan. <br /> <br />5. The operator of the restaurant shall regularly police the site and the neighborhood <br />adjacent to the restaurant to remove litter and debris. <br /> <br />6. An exhaust system shall be installed in order to prevent any food preparation odors or <br />cooking odors from being perceptible beyond the property lines. <br /> <br />7. A container for refuse shall be located directly behind the building on the premises or <br />otherwise away from public view as designated by the Director of Planning. <br />
