<br />. <br /> <br />. <br /> <br />April 22,1992 Plan Commission Meeting Minutes Page 5 <br /> <br />of the lot known as 6220 Cabanne to service cellular telephone usage. He stated that they have <br />submitted a revised plan that meets and/or addresses all of the concerns stated by the <br />Commission at the last meeting. They have added landscaping to the lot, will have a 10' high <br />fence with barbed wire at the top and will seed the area to the west of the lot. In regard to staff <br />concerns about Television reception, there have not been studies done but the amount of wattage <br />emitted by the tower is nothing close to that of a television tower's emission and would allow <br />transmission. <br /> <br />Chairperson Kreishman asked Mr. Goldman to report on the staff review. Mr. Goldman <br />explained that the applicants have responded to all of the concerns stated at the last meeting. <br />He still has reservations about the Television and Radio reception and therefore feels that the <br />condition concerning that in his recommendation should be included. <br /> <br />Mr. Foxworth asked what type of waves the tower sends out. <br /> <br />Mr. King stated that he would refer that question to Southwestern Bell engineer, Rick Pierce. <br />Mr. Pierce stated that the waves are not micro-waves or electrical waves. They are more like <br />radio waves sent out at a very low frequency. The highest signal is at 100 watts. <br /> <br />Mr. Foxworth asked what the radius of the waves were. Mr. Pierce stated that the waves have <br />a radius of approximately three miles. <br /> <br />Mr. Marsh stated that he would feel more comfortable if they included the word "people" in the <br />condition about Television and Radio reception. <br /> <br />Mr. Marsh moved that the Plan Commission recommend approval of the Conditional Use Permit <br />subject to the following conditions: <br /> <br />I. Should the City find that the installation has a negative effect on radio or television <br />reception or the health of people in the vicinity of the tower, it shall give notice of its <br />finding to the applicant; and if after a period of six months the City finds no significant <br />improvement, this permit shall become null and void and the applicant shall cease <br />operation from this site and remove the tower and all equipment from the site. <br /> <br />2. In the event the applicant stops using the tower and equipment for a period of 12 months, <br />the applicant shall remove structures and equipment from the site. <br /> <br />3. Landscaping shall be maintained in accordance with the revised plan submitted. <br /> <br />4. The 22' wide strip of land between this applicant's property and the Eastgate park shall <br />be cleared of rubble and debris, seeded and then maintained by this applicant until such <br />time as it is developed by another applicant. <br /> <br />m-4-22.plc <br />
