Paving, striping, buffers and <br />retaining walls shall be completed no later than October 30, 1992. <br /> <br />2. A detailed landscaping plan shall be submitted to the Director of Planning for his review <br />and approval. Landscaping shall be installed and maintained in accordance with the <br />approved plan. <br /> <br />3. Adequate refuse disposal shall be provided by and for the business. Outdoor storage of <br />refuse containers shall be as approved by the Director of Planning. <br /> <br />4. An exhaust system shall be installed and maintained or other means shall be taken to <br />prevent food preparation odors or cooking odors from being readily perceptible beyond <br />the lot lines of the property on which the restaurant is located. <br /> <br />5. Hours of operation shall be limited daily to the hours between 11 a.m. and 11 p.m. <br /> <br />The motion was seconded by Mr. Safe and passed by a vote of 6 - O. <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE #295 - NURSING HOME FACILITY. 1 <br />MCKNIGHT PLACE <br /> <br />Mr. Marsh excused himself from the discussion and the voting for this hearing. Chairperson <br />Kreishman informed those present that the Plan Commission had scheduled the public hearing <br />on an application from Charles Deutsch and David Smith for Conditional Use Permit #295 for <br />1 McKnight Place in order to expand the current operation by adding a nursing home facility. <br />The Chairperson outlined the Commission's procedures and criteria for reviewing conditional <br />use permits and called for testimony from the applicant. <br /> <br />Mr. Charles Deutsch stated the history of the 1 McKnight Place Development. Their occupancy <br />level is at 99 % with a waiting list. <br />He wants to expand with an addition for a nursing home facility to the north adjacent 2.3 acres. <br />It will be a 120 bed nursing home. A different plan was previously approved for a two story <br />facility in the past. He has tried to meet all of the criteria for the previously approved <br />Conditional Use Permit. The Nursing Home will front along Barby and will connect to the <br />present facility by a service corridor. Mr. Deutsch then referred to the letter submitted with his <br />application to describe the proposal. He emphasized that the Plan has the exact setbacks that <br />the previous plan required. It will have a strong low rise residential feel to it, brick bay <br />windows, a nice pitch to the roof and will be spread out on the site. He has moved the parking <br />to the rear of the present building. He wants to build the expansion in two Phases with sixty <br />beds being added now and sixty more beds a year from now. <br /> <br />Ms. Kreishman asked whether the facility was certified for that many beds. <br /> <br />m-4-22.plc <br />
