Based on 75 off-street parking spaces, the church should be <br />limited to 300 occupants. The parking lot is in reasonably good shape. Extensive landscaping <br />including trees is needed along Morgan Avenue and some landscaped areas should be added <br />along North and South Boulevard in order to channel traffic into the aisles. Currently the entire <br />North and South Boulevard frontage is one large curb cut. The Art Deco design of the exterior <br />is of special concern to the Historic Preservation Commission. Every effort should be made to <br />assure that repairs, signs, color selections and any changes to the front are consistent with the <br />historic character of the building. The Planning Staff recommends approval subject to the <br />following conditions: 1) The occupant load for the sanctuary, including the choir and pulpit <br />area, shall not exceed 300 persons. If additional off-street parking is arranged, the City <br />Manager is empowered to increase the allowable occupant load by four persons for each <br />additional parking stall provided. 2) A detailed landscaping plan shall be submitted to the <br />Director of Planning for review and approval. A densely planted compact hedge not less than <br />30 inches in height shall be planted on the three sides of the parking lot that adjoin public street <br />rights-of-way, trees shall be planted along Morgan, and at least two freestanding trees shall be <br />planted in tree pits located in the center row of parking. Landscaping shall be installed and <br />maintained in accordance with the approved plan. 3) All work on the exterior of the building, <br />including painting, installation of signing, renovation and repair work shall be reviewed and <br />approved by the Historic Preservation Commission before work is started and shall be subject <br />to the approval of the Commission upon its completion. 4) A portland cement curb and sidewalk <br />shall be installed at the east edge of Riegert Avenue street pavement. This work shall be <br />completed by September 15, 1993. <br /> <br />Ms. Kreishman asked if the members of the Plan Commission had questions for either the staff <br />or the applicant. Mr. Marsh asked how the seating capacity would be enforced. Mr. Hill stated <br />that he assumed that would involve removal of chairs. Mr. Foxworth asked how the theater had <br />been allowed to have such a large seating capacity. Mr. Hill stated that the theater's capacity <br />was permitted prior to current zoning restrictions on parking. <br /> <br />Mr. Kendall asked whether the applicant agreed with all of the conditions. Ms. Battle-Turner <br />stated that proposed condition #3 that requires Historic Preservation Commission approval was <br />over-burdensome. She stated that granting the proposed condition would essentially make the <br />building a historic landmark without having been designated as such. She further stated that the <br />Church would be willing to work with the City in respect to historic significance but that the <br />Planning Staff's proposed condition 3 is an unfair burden. Ms. Kreishman asked whether the <br />applicants had any plans for exterior construction. Ms. Battle-Turner stated that they currently <br />were planning on a sign. <br /> <br />Ms. Ratner stated that the parking agreements with Car-X and the Plumber's Association should <br />not be considered by the Plan Commission since they are not finalized. <br /> <br />The Chairperson asked for comments from the public.
