Ms. Battle-Turner <br />replied that there were not at this time. <br /> <br />Mr. Safe stated that he felt the occupancy limitation was too limiting in light of the fact that this <br />church will have more parking than most churches in University City. He also feels that <br />condition 2's "30 inches" and "dense" limitations are vague as to timing and meaning. He stated <br />condition 3 should be deleted because it is to intrusive on the property owner, especially since <br />the building is not an historic landmark. <br /> <br />Mr. Marsh stated that the words "A densely planted compact hedge not less than 30 inches in <br />height shall be planted on the three sides of the parking lot that adjoin public street rights-of- <br />way" be removed from the Planning Staff's proposed condition 2. <br /> <br />Mr. Marsh moved that the Plan Commission recommend approval of the Conditional Use Permit <br />subject to the following conditions: <br /> <br />1. The occupant load for the sanctuary, including the choir and pulpit area, shall not exceed <br />300 persons. If additional off-street parking is arranged, the City Manager is empowered <br />to increase the allowable occupant load by four persons for each additional parking stall <br />provided. <br />2. A detailed landscaping plan shall be submitted to the Director of Planning for review and <br />approval. Trees shall be planted along Morgan, and at least two freestanding trees shall <br />be planted in tree pits located in the center row of parking. Landscaping shall be <br />installed and maintained in accordance with the approved plan. <br />3. A portland cement curb and sidewalk shall be installed at the east edge of Riegert Avenue <br />street pavement. This work shall be completed by September 15, 1993. <br /> <br />The motion was seconded by Ms. Ratner and passed by a vote of 7 - O. <br /> <br />PROPOSED TEXT AMENDMENTS OF ZONING CODE ~34-90: "MAJOR RECREATIONAL <br />VEHICLE" AND "PRIVATE PASSENGER VEHICLE" IN REFERENCE TO OFF-STREET <br />PARKING FOR TRUCKS <br /> <br />Mr. Hill explained that off-street "personal" truck parking is prohibited under the current zoning <br />code because of the definitions of "Private Passenger Vehicle" and "Major Recreational <br />Equipment. " He explained that the ordinance against off-street personal truck parking had <br />generally been enforced only against trucks higher than 61/2' in height. However, a closer <br />inspection of the definitions revealed that any vehicle without passenger automoblie or <br />motorcycle plates must be parked totally out of view from the street and all surrounding <br />properties. Mr. Hill emphasized that the proposed definition changes deal only with off-street <br />parking and have nothing to do with on-street parking regulations. <br /> <br />m-8-26.plc <br />
